If it is him, it's uncredited. Nothing in his IMDB of wiki that lists it. Reddit seems to indicate that Wes Johnson who does various voices of robots in FO4 is the voice. Another person suggests that Bethesda may have used Google Text to Speech for the voice in FO3 and FO4. There doesn't seem to be a conclusive answer to who it is.

To answer your question at the end, As soon as I heard the word liberty prime spoken in my first playthrough of fallout 4 I knew this is what was gonna happen with him blasting through everything at the end of the game the same as fallout 3, and I also immediately anticipated complaints about them basically reusing that same ending, but literally any chance to see prime back in action is the best possible outcome no question about it

I used the enclave mod and blew up the prydwen . I returned to the airport to see the fiery wreckage of its remains . Standing in the fire was a tall figure , it was liberty prime , standing there motionless .i took a step forward and he sprung into action and threw a mini nuke at me , crippling my leg and arm . He threw a second projectile and my character was no more . I immediately reverted my save and will never touch that mod again . Moral of the story : don't ever fuck with liberty prime.

I'm not even American and i just love Liberty Prime 😂😍. He's just so cool, silly and iconic all at the same. He brings a giant smile and a few good chuckles with his lines. In Fallout 76 they took inspiration by a modder and made a oficial Power Armor of him that's just fantastic and worthy every single penny ♥️. Not only does it feature color variants (standard, dark and patriotic) but the Power Armor also features voice lines to about everything you do (getting in, taking damage, reloading, etc...) .

It is military...and the military in the US uses metric. We use metric for a lot of things actually.
Fun fact: the US is actually a part of the Metric System agreement, but for some reason we all use conversions to the Imperial System in everyday life... Weird, but I guess it's easier than relabeling literally everything. Plus miles are bigger and more convenient for such a large country.
