Is there not a point where if the owner declines repairs it gets illegal to let them drive the car away?? Some of the cars i see here are far from road worthy and unsafe to a point where you need to be the only one on the road to not endanger anyone.

In theory, I agree with you, but in practice, I disagree, because I've seen that abused far too often. About 9 years ago I got a Dodge Charger at auction, cheap, it didn't start. Hooked up my scan tool, got a code for unrecognized key. I towed the car to the nearest Dodge dealer to get a new key programmed. The next day, I go back, they programmed a new key for 600 and the engine would now start, but that they couldn't let me leave with the car because the car was "unsafe". First, the horn didn't work, and Texas Motor Vehicle Code requires a working horn to be safe on the road. They wanted 600 to replace the horn. Thing was, I unplugged the horn because the alarm kept going off and disturbing my neighbors. I just reached under the bumper and plugged it in, didn't even have to jack up the car, took me 15 seconds and I fixed the horn. Second, the transmission couldn't hold the car in park, and it could roll away, which was a hazard. Thing was, when I had a bad key, for me to tow it, I disengaged the shifter interlock by pushing the orange button under the ash tray. When I dropped off the car, I showed the service writer how to shift out of park by pushing the orange button, and I even left the car without the ash tray so that the orange button would be exposed. Instead, somebody removed the shifter linkage and lost the adjustment nut, which is why the shifter couldn't go back into park. I went to Lowe's and got a nut for 10 cents and fixed it myself. But they said that I couldn't drive away because the car was a roll-away hazard and I needed to give them 1,000 for them to replace the shifter for safety. I told them to chock the wheels and I'd be back with a trailer, which is what I did.
Town where I live, we only have one inspection station. My trailer, 10,000 GVWR has to be inspected annually for registration renewal. So first year I got it, it came with an inspection from the factory. When that year expired, I went to get it inspected, and the inspection station wanted to charge me 600 to replace my trailer brake controller on my truck. My brake controller had failed, I had a short circuit that destroyed it, but I wasn't there to inspect my truck, I was there to inspect my trailer, and Texas procedure was to disconnect the trailer from the truck, so that the trailer's brake can be inspected without input from the truck's brake controller. The idea is to make sure that the break-away will hold the trailer in place in case of trailer detachment and run-away. He wouldn't let me leave without spending 600 on another brake controller. He blocked me in and I had to call the cops. So police showed up, and he was telling the police that my trailer, without working brakes was unsafe. Thing is, that in Texas, it's legal to pull a trailer, upto 15,000 lbs, without brakes as long as I stay under 30 MPH, and my trailer was 10,000 GVWR, so police made him move his cars so that I could leave. I had to go to another town 40 miles away to get an inspection on my trailer. A few days later my brake controller came in, a Prodigy P3, a very advanced proportional controller, that I got for 200 including shipping. The controller that the shop wouldn't let me leave until I fork over 600 for him to "install" was a cheap time-delayed type controller, I found it on Amazon for 45, and it would only take 20 seconds to install because my truck already had the same wiring and plug, so installing it was just plugging it in with the existing plug.
The following year, I went to the same shop (only one in town), for inspection, failed again because I had tire plugs on the side walls on the passenger side of the trailer. Tire plugs are legal, but not on the side wall. Thing was, I just got a new set of tires a few months earlier. Not used tires, brand new, so I didn't have any plugs, sidewall or anywhere. I looked at these tire plugs, and it was just road gum that was stuck to the tires. I peeled the road gum off with my finger nails and showed it to them. But once again, I was blocked from leave until I get brand new tires from them to replace my already brand new tires. So I had to call the cops again, but they unblocked me mid-call.
While it's noble to keep unsafe vehicles off the road, it also empowers shops to hold people's cars and trailers hostage

0:24 I had issues with Mevotech too. I once got a ball joint that included bolts, nuts, washers. Bolts were the right size, but the nuts were too small, and one of the washers was nothing more than a steel disc with a circular stamp mark in the middle, they failed to punch out the "doughnut hole" in the middle to make the disc into a washer. Got me to questioning their quality control. Ball joint failed a year later, I got Moog's after that

Back in 2007, Mevotech and Moog seemed to be on par. Then towards 2008 Mevotech took a nose dive!

Very poor video. Voiceover does not match some of the pictured examples and also just makes no sense. Try again guys.
