You're wrong, while the soundtrack was rushed in a way, the past themes couldn't be done because those songs were composed on the Sega CD's own soundchip, they would have to completely redo the game's rom to do so which would take even longer than just replacing a few streamed music files, and the songs feel half-assed in the original game because of again, time-constraints, if you actually want to hear what the original intended songs sounded then you should listen to the Sonic BOOM soundtrack album.
This is probably my favorite theme for Robotnik/Eggman overall. Spooky and mischievous. It reminds me of classic mystery/crime series opening themes. 0:51/3:19 excellence✨

i recently watched a playthough of unlocking Secret Characters on "Sonic R" for Windows; I was surprised and delighted to hear that this was the theme for the race to unlock a secret character, and the Final Boss Theme (Saturn Version) plays when you race against Eggman in the Final Level

The Crystal Maze had its final series come out in 1995, which was likely to have coincided with Richard Jacques composing this soundtrack. It's plausible to imagine that he might have been inspired by the theme tune, at least subconsciously.

I'm however very sceptical, since there are more acts in the UK with a similar vibe to them that deserves more pop recognition. Enter Richard Jacques. So this ditty is pretty much an accidental late '90s Eurovision instrumental that got lost in the gaming sphere.

I have no dislike of modern Robotnik/Eggman but back before Sonic Adventure came out, Robotnik had a certain menacing quality and seriousness about him that I do miss. He looked like some kind of demented Santa Claus and had a personality which seemed like that of Darth Vader. When you heard this theme, you felt like you were up against a truly diabolic mad scientist! Long live vintage Robotnik!!

They called hin Dr Robotnik coz it is his surname. His full name is Dr Ivo "Eggman" Robotnik

This is the most fitting theme for the 3rd, 5th and 6th boss. They were always the hardest for me.
sega should make a remix of this for a future sonic game. if there isn't one yet. OR a classic sonic game like mania, forces and generations.
