Sammy was the biggest snake out of them all, killing his friends/business partners because he wanted to take over their businesses and when he had to face consequences for his actions he turned rat. There was no evidence that Gotti plotted to kill Sammy. Sammy just didn't want to do the time and when he heard the tapes where Gotti was talking shit complaining about Gravano killing people left and right he saw the perfect excuse.
