Unfortunately there's no way to set a default clip length in Live (you can do it with Push). By default a new MIDI clip in Session view is 1 bar, but you can create clips of any length in Arrangement just by selecting the length of time you want. :)

Hm, I'm not sure if this is possible unless you do some kind of a custom MIDI script. There might be some out there!
