I think the problem is that they used the rush engine physics for an advance-classic type of game. Thus, the really weird controls. I wonder why. I suspect that the advance engine was 2D, so they went with the rush engine for the 3D physics. They likely didn't have the time/resources/initiative to accomodate it to the classic gameplay. Also they expected it to kinda fly under the radar since it was going to be a mobile game, then SEGA or ST decided it is sonic four now. That's my guess
I think the answer is simple: Sonic 4 was developed as smartphone game called "Sonic the Portable". For some stupid reason Sega rebranded this mobile game as "Sonic 4 Episode I" to cash in the trend of cheap Xbox Live Arcade and Wiiware games and Episodic releases. Because this game was made for touch screen devices in mind, removing all momentum makes easier to control Sonic when you have no tactile feedback. So I believe the absence of momentum in Sonic 4 Episode I was a design choice. For Episode II they fixed the physics, somewhat, but that game got panned by critics despite being better than Episode I.

Reminder when this game was releasing it advertised itself as "Screw Sonic friends we hate them too". And fans back then loved this game because of that. This stigma Sonic fans had with his friends was something else.

The fact that they tried to hide the fact that Sonic is a 3D model using ultra high contrast and pixelation makes my brain want to implode. Like, it's so painfully obvious with the world map and Sonic himself being 3D that they wanted the levels to be fully 3D modeled but they just gave up before they even started.
This game shouldn't have been split into 2 parts, it should've been split into 8 and shoved into cereal boxes to advertise the actual game. This is a flash game you get in a kids meal.

I can’t forget about this game because this was my first sonic game; bought it on the wii ware. It was 15 dollars; the biggest problem for it for me was the price. It is just 4 zones and the special stages. Looking back on it I just found the fact that I was playing a classic-feeling sonic game to be fun, with no context of the originals. Looking back on it today this game and episode 2 has aged like milk.

The momentum problem in this game is so perplexing because Dimps proved that they knew how to make good sonic physics with the Advance and Rush games.
