For folding can you keep all the adjustments in place (except back length)?

Hi sorry for late reply. Technically yes but you can’t fold it complexly then. All adjustments have to be reset for full folding… kind of like a Transformer ;)

So the seat doesn't attach to the backseat of your car in any way? It just "floats" there, flopping about?

No it doesn’t float or flop around. It is ‘secured’ by the strap. As it’s light, the strap does hold it down under normal driving conditions when no one sits on it.
