Yeah I did the math and assume that this a power lvl at the end of the buu saga, base goku should be 60 million while cell had pl of around 5 billion when he died. So unless Cell got weaker, goku would have to at a minimum use ssj2 to beat cell.
I like the idea that Hell is personalized. Like, Cell's hell is watching incredible fighters go at it and being unable to join them, Gero's hell is being constantly attacked by a phantom Goku, Kid Buu's hell was just Tantalus' punishment, etc.
The fact of the matter is, outside of filler, Hell works like this: Anyone sent to Hell is put through a process that cleanses their soul of all evil and wipes their memories of their past life before they are then turned into a new life form. Frieza heavily resisted this process of purification and rebirth to the point that King Yemma had him sentenced to Earth's Hell to be tormented until he gave in to being reincarnated. As we know, that never happened. However, any villain who dies on Earth and proceeds to completely resist the purification process will likewise be sentenced to Earth's Hell to be tormented until they agree to be purified and reincarnated. We learn what hell is really like from Piccolo in the Buu arc of the manga as he explains it to Majin Vegeta before letting him sacrifice himself.

Something important I think you forgot/overlooked. King Yemma is not the only judge of the dead. When Goku recruited Frieza for the ToP (I think it was then), King Yemma said that if Frieza was brought back to life and Goku needed to kill him again, he asked if he could kill Frieza off Earth so he wouldn't be his problem anymore. This implies that King Yemma only judges the souls of Earth and that each planet has its own judge of the dead. Which makes sense considering how many people die every day on a single planet.

@@AndrewAce.I mentioned it in another comment but the inconsistency of the rules could be attributed to human error, or in the case of King Yemma, ogre error. He has total control of the rules so long as he ticks the correct boxes…which sometimes he might fail to do.
It made the most sense when they just said that (most) people don't get to keep their physical bodies. Also, there's another description of Hell not mentioned here. In the Buu saga, when Vegeta asked Piccolo what would happen to him when he died, Piccolo said something to the effect of his soul would be purified and he would lose all his memories and eventually be reincarnated, I think.
Which also ended up happening to Kid Buu when he was reborn as Uub. The purification process is also alluded to in Fusion Reborn, where Janemba is initially created by the hell-janitor getting stuck in the evil-juice produced by the giant evil-cleansing machine they use to purify the spirits.
Vegeta asked if he would meet that clown kakarot in the afterlife and piccolo said that Goku died protecting the world and was selfless so he was allowed to keep his body. Vegeta however killed for selfish reasons so because of that he would not be able to keep his body

I like to imagine hell is ever evolving constantly as a means of throwing off powerful villains. One moment they are free to roam about, train, and build thier egos back up, the next, they find themselves in thier own personal hell, confined, and alone, and the cycle continues forever, constantly "releasing" and recontaining them endlessly as a form of punishment

In terms of the afterlife, maybe through devine magic granted to King Yema by any of the gods or angels, he could have been given the ability to magically equal the power of any being that is going to hell in the event they're gonna fight back. But I'd imagine Super perfect Cells hell to be similar to Frieza's.

Well if you mean Dragonball as an entire series in whole. It's likely Akira Toriyama wouldn't really think there's a need to explain it for Hells in the manga because there's barely much details of the afterlife. The anime though would clearly state that likely warriors who be able to handle the likes of Frieza, Super Perfect Cell, and Evil Kid Buu except.. that wish with the Dragon pretty much prevented Evil Kid Buu from destroying all of the otherworld theory. Like in fashion with the classics, Akira Toriyama likely won't feel the need to fill in all the gaps as there's some small explanation like maybe magical powers like Fortune Teller Baba probably has Magic to use to control the Villains like with Babidi and his magic. Dragonball Super in the other hand.. There's The God of Destructions, Angels, Grand Priest, Guardians of Zeno and Zeno himself. My guess is if there's something really serious happening like King Yamma contacting Grand Priest somehow, Zeno would appear in the blink of an eye and wipe out any villain from existence like how Zeno did to Frost in the ToP without a second thought.

For dabura to be sent to heaven is actually his hell of a punishment because they knew he would do too well and cause a muck and problem in hell knowing how it’s exactly what he’d want to be comfortable. I think those in hell are technically game devs. They set the villains on easy or normal mode so keep them in check. That's why whenever they're shown in the afterlife, they always seems to be using just a fraction of their power... if that much. No matter how strong you are, if they put a handicap on you of a -9, how are you going to do anything? Some skills not going to be usable, attacks are weaker, intelligence dropped a bit to stop you from doing certain things, and so on. Zeno is the player, obviously, who gets to play the game as he sees fit. If he wants to uninstall anyone... so be it.

Oh and perhaps Buu and cell just couldn't sense their power levels from hell, since Goku was using King Kai to locate Gohan and everyone else when transportation to and from him (and he probably knows where his planet is located so he likely just knows where his ki is located.) and you need to lock onto someone's ki to teleport and if everyone is in hell that you're able to sense.... You're just getting a free taxi service in your area.
Baba has a magic that allows someone to spend time away from the afterlife, so I've always assumed you just can't instant transmission out of the afterlife, or more specifically, without said magic, you're just pulled back immediately the way Goku was during Bojack, and they probably make your afterlife more miserable for trying to escape.
In addition It seemed to me that Baba actually has a deal with Yama. Her magic is just a requirement to actually get as far as to negotiate with Yama in her case.
My headcannon, King Yemma has extreme magical control over dead souls. Which is why while not the most powerful vs the living, he can manipulate, control, mold and transform the dead soul. Which is why he was able to completely transform buus soul into uub.
I'm also interested in the process of draining someones evil ki and enabling them to be reborn. Also that they wasted NO TIME in doing so when Majin Buu arrived.
I’m pretty sure Angels like Whis are more than capable of handling any being in the afterlife that steps out of line. They can’t (well, really aren’t supposed to) interfere in worldly matters, but the afterlife has gotta be one of the realms where they can really flex.

You didn't touch on one point: all of the villains except Raditz were annihilated. Frieeza, Cell, Buu, and many others all vaporized. They wouldn't have a body to fight back like raditz did. It's really just very lucky that they were all blown apart like this.
I think it makes a lot of sense that dead characters are powerless (or at least much weaker than Yemma and the ogres). Cell and Buu were able to move out of Otherworld, but only because they were still alive. That must also be why Cell didn't move out again after dying, he lost his power when he was sent to Hell, almost like some sort of law within the universe. It makes me wonder if there will ever be someone that manages to escape, through some reality warping technique, much like Janemba. Someone that was in Hell for so long, wishing to escape, that he started developing some kind of magic. Similarly to Super Buu getting so mad that he made a tear in Hyperspace, this man's frustration with being stuck in Hell for Milennia would keep building up, until he one day lost it.
The Kais students keep them in line. It would have been cool if we saw Raditz and Nappa were guards keeping them in line as super saiyans. They’re working time of their sentences.
Simple, they don't get to keep their bodies, it was stated before. At least in the original series. I remember Piccolo telling this to Vegeta before he died trying to kill Majin Buu, that Goku was only able to keep his body and travel to King Kai's world because he was so righteous and pure of heart.
Hell is a fourth dimensional space. Instant transmission teleports you anywhere through an X,Y,Z access point. In a fourth Dimensional space there is a W access point. Instant transmission cannot cross that. Flying can't cross that. Magic cannot. Nothing can. Once you are inside, you are there forever unless a tunnel is somehow made from the outside.
Angels were shown to be stronger than most universal fighters, so it's probably an angel that would have easily been able to seal Freiza in the cocoon.
There's probably some sort of magical ability put upon the demension that bounds them to it. Maybe by the supreme Kais or maybe someone even stronger like a Angel. I use to wonder how those low level demons in hell controlled the Ginyu Force, Frieza and Cell and etc.
I always figured King Yemma had full discretionary control of the cosmic ruleset of Hell. He might not be the author of it himself (perhaps it’s the design of the kais) but he ticks a box and that person loses their agency while in Hell, allowing the ogres who are magnitudes weaker in power to bully them around. But Yemma still needs to physically tick the box, which is why it’s not always perfect.
I'd like to imagine that if someone's strong enough they keep their bodies, and after the Cell, Ginyu Force and Frieza situation they changed some things... Upped security and shoved Frieza into a cocoon... And Jenemba contributed to the upset in the constancy bringing weaker villains back to their bodies... As to how they got Frieza in his cocoon? Everyone had to put their energy together to repair and improve whatever Ki dampening effect they have...

Even though I find it rare that Vegeta had to ask Piccolo about his fate despite dying at the hands of Freeza and somehow giving Blooma, Gohan and Company the idea of transferring the souls of Kuririn and Goku from Namek to Earth, which is a bit of a headscratcher.
Aliboo...it's as simple as that. Aliboo is the most powerful being in the afterlife. JUST LOOK AT HIS MUSCLES! THE BICEPS, THE TRICEPS, THE ABDOMINALS, THE PECTORALS, ALL OF HIS MUSCLES ARE MASSIVE! Clearly, he has all the power needed to keep those little manlets in their place. Also, not having him in the tournament of power was a huge missed opportunity, but i suppose with muscles that can rival even the gods it would have been an unfair advantage!

Ez explanation is: They are not controlled by anybody, but it is how the world is. They get to the judgement and get judged. After that they are instantly transmitted to their hell, where they are locked up by the power of hell itself. To break out of hell, they essentially have to break the dimension itself as that is what holding them there, for which they kinda need the power of a strong god, like Zamasu fused with Black and then corrupting the whole universe :)
I think if frieeza had to get a acctual hell it would be something where hes powerless and a child in a future where his race is discriminated against while vegetea is the emperor of the universe and goku is his sidekick. Now things that frieeza would hate in this scenario 1. Hes no longer emperor. 2. Saiyans are now the superior race. 3. Goku the person who defeated frieeza isnt the emperor and instead vegeta is.
I actually like to say that Hell in Dragonball isn't really CHANGED But, is just given new things due to punishments Freeza's personal hell isn't really hell, it's just his Punishment for being to Rowdy They probably even use some form of Ki lock on the Villains
Always liked to believe that they just got their ki stripped from them, though this only works for the manga. Always felt like it made more sense to just take away the magic system responsible for flight, teleportation, and planet destroying lasers.
Supposedly they don't get to keep their bodies if they're evil. No body, no ki. No ki, no powers. Obviously there's some inconsistencies like with Frieza training in Hell. The only explanation for that would be image training, but I doubt he'd be able to accomplish that level of power with just image training.

I do find it odd that Cell has a spirit when he's manufactured in a tube. He's basically an organic version of a robot. That said, there does seem to be a small consistency, and that's when punishing evil spirits, they have to maintain their body to endure their punishment. I like to think of the HFIL area to be a holding place for spirits maintaining their physical form getting processed and given their own personal hell. Also, the series kind of confirmed that the Demon race kind of lucked out. They either just get sent back home, or sent to heaven, even if it changes their personality completely.
I always assumed Yama was just so strong. He only said that Raditz was tough to not make Goku feel bad. Also it was technically true at least in a relative sense to most of his battles. Universe of cardboard and all, Raditz actually just took the first hit.
If i remember correctly, team Four Star has explained this the best - they just cant use their ki. Which makes sense actually since ki is like life force energy that can be drawn from and shared between living entities and if you block that then they cant do much. Also we know that dragon ball characters actually have normal bodies and do all that super powered stuff with their ki. This is why goku was hurt by a simple rock that hit his head while he was sleeping despite him being in his super saiyan form, or that he got shot by a laser gun when he wasnt paying attention.
King Yemma could probably use Kaioken up into the millions... He could probably even defeat Beerus if he ever ended up down there... Who knows, there could be an old God of Destruction who he had to subdue long long ago, probably why he learned the Kaioken in the first place, it may have been a very long and difficult battle...
hfil is the best because they answer this with a very logical answer. ankle bracelets [specifically made to block out ki and power levels/"battle power".] its very logical that they would need to block out certain abilities if they wish to contain them, and how do most people irl get contained? ankle monitors. its my head canon that when we see them without it its because they are either no longer a threat, watching goku fights on t.v, or are contained in a different way. Bio Broly should’ve been a movie about Goku and Pikkon fighting Broly and then Goku having to use SS three to finish him off. What’s disappointed with that entire movie till the very end thought to myself wow that plot would’ve been 1 million more times satisfying.
To be honest I like this idea of hell changing over time. Between the PLANET/GALAXY ENDING THREATS that Earth keeps seeing every 2 years and Hell being managed by actual living beings (rather than being a construct from a billion years ago), it makes sense that it would change and adapt. But I do understand those who would like to see some consistency, and I give them that if this was how Hell operated, it would be great to see an episode or so that addresses it. Actually it'd be interesting to see one of the Z fighters have curiosity and worry over how Hell handles everything. I wouldn't want to hear that the afterlife has shattered because Broly died and raged there lol
I know this feels like a cop out but the obvious answer to me is that magic is at play. DBZ is plainly a world in which magic exists separately from the ki abilities of the z-fighters and most of their foes. Some kind of powerful debuff or paralytic effect would make it trivial to to stop them; something like arresting their ability to manipulate their ki kind of like how in the world of void in the tournament of power, the whole space was adjusted so that flying by ki was simply impossible.
So canonically to achieve a corporal form it takes certainty of identity. This was translated to pure of heart. Cell, Frieza, Cold and Ginyu force are certain of their identity. But the biggest factor is simple. Ki is the energy of life, therefore if your not alive you can't access it. So you have to use telekinetic or other energies to operate.
1:34 the most logical assumption is well 1. Plot importance is what lets you keep your body But more in universe wise it's probably only weak people get to keep their bodies if they're heroic but if they're stronger than or nearly as strong as Yemma they can't have their body taken away.

I could make excuses but I think the obvious answer is best. Different eras of writers helping with fleshing each of the different instances out. The general story may be one man's but the details were probably thrown to whomever was the new guy at the time. More thought put towards the action and less to consistency.
I think it could be like Devilman's beam. Devilman's beam draws out the dormant evil, and the opponent is destroyed by their own evil. So, it could be in Hell that their OWN evil restrains them, or makes them easier to restrain.
I believe that magic plays a part in it, but the ogres are probably are more like jailer that report bad behavior. Hellish punishments probably vary on how severe the transgression and perhaps that is why hell doesn't appear the same across arcs. Should there be too much of a problem, it would seem various heroes would be summoned to deal with the problem.
Even though its the movies it would be cool to see a concept where by Goku's instant transmission braking the laws of hell he made it so Villains there at the time who could escape can but it would depend on your strength so if Frieza in the manga now went to hell he could have the power to escape or if Cell was training in Hell he would be able to escape but with a time limit
King yemma has the ability to strip someone of their powers and personality. Toriyama simply forgot his own rules to the afterlife. Most people when they die instantly lose their sense of self and become the cloud like forms we see in the line. Strong-willed beings keep their personality and a spirit vessel of themselves but not a physical form. Unless specially privileged like goku and other heroes. Once they are seen by king yemma they are judged and if deemed worthy can keep their form and move onto heaven if they are not deemed worthy they go to hell where they are stripped of their sense of self. Purified and then reborn as someone new like uub was. Piccolo even tells us this process will happen to vegeta when he sacrifices himself to stop buu. Freeza was just such a popular character that toriyama threw his rules out the window to bring him back for fan service.
I think having Magic separate from Battle Power is a good enough reason. You might be a universe buster, but magic restraining spell doesn't care about that. You need a stronger magic user to top them.
Maybe King Yama has the copy ability to either add the opponent power to his own or make a doubleganger to whoever he wants to fight a doubleganger that doesn't get tired or something.......

Another theory King Yama can make a doubleganger of whoever he wants and use it to fight the trouble maker a doubleganger that doesn't get tired over time..and as a downside King Yama power or even bought powers can only be used in extreme conditions ..... or maybe King Yama can't be harmed by anything while in afterlife giving him an advantage
My headcanon: as the god of the underworld/death, King Yemma is a reality warper as far as the afterlife is concerned. You could be the strongest guy there but Yemma can just turn off your abilities or make you an anchovy if you piss him off. The only reason someone like Janemba can cause actual problems is because he can warp reality too. However this power is limited only to his domain, which is why he can't, say, do anything about Majin Buu until he's dead. There are limits to how he can use reality warping, like how the angels are reality warpers and extremely powerful yet very limited in what they can use that for
Fun fact Yama is a deity in the Chinese hell called Diyu or 10 courts of hell which would explain him as a judge in the Dragon Ball universe as one of the Yama Kings.
I’d like to think the reason all the villains are powerless before Enma is because since they are “dead” they fall under the direct bureaucracy of both heaven and hell. And what could be more humbling and humorous in Dragon ball than Bureaucracy being the greatest power of all.
Honestly, im not even sure i can be mad about this inconsistency considering that toriyama forgets alot of his own work, ie. Launch, the Saiyan tails. How some things were set and explained throughout the series. Bardock etc
I’m decently sure that most that die lose their bodies upon death, therefore cannot fight, with special permissions granted to good people to keep their bodies. Thus, a bad guy loses their body/power and can be redirected from there. Special cases may be made for baddies who are needed back (see Majin Vegeta) and those who are worthy of worse punishment (Freeza) but I would imagine in the latter case that while they get their body, the ki doesn’t come with it.
Someone already down below already used a game development or Matrix as a comparison to explain how Hell probably works, and keeps evil people in check. I think that villains get to keep most of their powers--to a certain extent. That much is made clear, seeing as how they are able to train if they so wish. But only within reason. The Troll guards would presumably be indestructible, and I'm not sure that villains would be able to even injure them. Kii attacks would presumably just go right through them. Same thing goes if any villians get the idea of trying to commit suicide, either on themselves, or by trying to destroy Hell itself. Most kii attacks would be reduced to nothing more than light shows. I'm not sure that the Grand Zeno would actually be necessary. Instant Transmission is pretty easy to explain: the Afterlife and the living universe are obviously two realities, albeit parallel. But they do have a wall quarantining the two, and it is likely that Hell itself would have some sort of shield preventing inmates who happen to have Instant Transmission from doing anymore than using it within somewhere in Hell itself. Try to use it otherwise, and...it just does nothing. We can even see this shield when Ginyu Force tries to fly out of Hell. It has an infinite strength, and there is no way to get out. It would be just like if Hell were a Matrioshka Shell on top of a Black Hole: escape velocity would be infinite, and no amount of speed or brute force would compensate for that..
Dr. Slump and Arale-chan has an episode that depicts Hell, ep 233, a filler episode in which Dr. Mashirito escapes from Hell by being hooked on a fishing line from a pole held by God (Dr. Slump's "Kami-sama"). He has his own body, unlike in Super ep 69 where he's escaped for the second time and is now a ghost. He talks God into letting him come back to Earth for revenge on the Norimakis and to "hakai" destroy the Earth itself.
Toriyama wrote on the fly, and freely admitted that he did this, so details changing is entirely expected. That said, my headcannon is that Hell is a sort of Matrix or Lotus Eater Machine, and you're trapped there by supernatural forces that defy conventional power scaling. Freiza being "revealed" to be trapped in a cocoon attached to a mystical tree would support that idea. I also do think King Yamma is unironically that strong, but probably only when he's acting within his station as judge of the afterlife: he was strong enough to throw Cell down into Hell, which on it's own makes him stronger than King Kai, someone who is allegedly more powerful than him. So perhaps Yamma is only borderline omnipotent when he's acting "in office."
King Yemma could just have Omniking-esque powers, with total control over his domain. Emperor Frieza being a royal pain? Put him in a coccoon that gets harder the more he struggles, with no upper limit, and torment him with happy sprites until he caves and submits to resurrection. Don't have to beat him 1v1. Just snaps his fingers and bind him. He's intimidating because he's lord of Hell, not because he's the strongest in the universe. That's what I choose to believe until we get a more concrete canonical explanation, at least 😅
I'd be willing to bet that King Yemma/Enma is one of those magical-type of powerful characters. Physically, he's really strong, at least relative to Saiyan Saga Z-Fighters, but something about being in the afterlife specifically is what makes him powerful enough to body every DragonBall villain ever and impose whatever limits he so chooses, even when King Kai (who is stronger than him) was practically wetting himself over the idea that Frieza breathing would obliterate any hopes of the Namek mission succeeding.
Picoro explains to Vegeta that once he dies his body will be sent to a place where Goku will not be, so hell, and his body will then be destroyed and his soul will be recycled. That's why you can't revive people if they have been dead for more than a year. Freezer was a special case, Enma daio wanted to punish Freezer and that's why he kept his body in a version of hell made specifically for him. And as shown in the manga, most don't keep their bodies, and Goku was also a special case. Also, even if they did keep their bodies, when Chaos dies, they said Enma gave him a new body, and all main villains die by being completely erased, Freezer, Cell and Buu were all completely erased (with Cell and Buu it was the only way to kill them). So the only ones that could have put up a fight were the androids and dabura, and who knows, maybe they aren't even judged and get recycled as soon as the die.
I think King Yemma has been given the ability to control souls that have died, and beings good or evil have achieved a certain level of power, get to keep their physical forms but if they are evil they have to suffer for all eternity unless they take option 2 of reincarnation with no memories of the past and stripped of their power or so they believe, though Kid Buu is a different case having come from the Demon realm and pretty much being a mindless creature and with Goku's wish for him to be reborn as a good person, King Yemma granted it, after purifying his soul so that Kid Buu would become a powerful force for good

Hell, the thing I hate the most is death has no meaning. They even went as far as to “wipe” 2/3 of known universes - only to bring it all back - they literally wasted all of our time for the sake of the “everyone wins” ending.
ya know, one thing I feel fits more with Dragonball was english's Home for Infinite Losers. It just feel so Toriyama in comedy I'm surprised that wasn't the original joke like perhaps as the first layer of hell, and then later the fire and brimstones. To the truth when I listened this video I kinda imagined this scene: Super Perfect Cell stand in front of King Yama and talk arrogantly about taking over Afterlife. Then King Yama tip his desk with a finger, casually saying: "Kaioken 3,000" and instantly beat Cell with a flick in Cell's head.

Yeah I did the math and assume that this a power lvl at the end of the buu saga, base goku should be 60 million while cell had pl of around 5 billion when he died. So unless Cell got weaker, goku would have to at a minimum use ssj2 to beat cell.

I like the idea that Hell is personalized. Like, Cell's hell is watching incredible fighters go at it and being unable to join them, Gero's hell is being constantly attacked by a phantom Goku, Kid Buu's hell was just Tantalus' punishment, etc.

The fact of the matter is, outside of filler, Hell works like this: Anyone sent to Hell is put through a process that cleanses their soul of all evil and wipes their memories of their past life before they are then turned into a new life form. Frieza heavily resisted this process of purification and rebirth to the point that King Yemma had him sentenced to Earth's Hell to be tormented until he gave in to being reincarnated. As we know, that never happened. However, any villain who dies on Earth and proceeds to completely resist the purification process will likewise be sentenced to Earth's Hell to be tormented until they agree to be purified and reincarnated. We learn what hell is really like from Piccolo in the Buu arc of the manga as he explains it to Majin Vegeta before letting him sacrifice himself.

Something important I think you forgot/overlooked. King Yemma is not the only judge of the dead. When Goku recruited Frieza for the ToP (I think it was then), King Yemma said that if Frieza was brought back to life and Goku needed to kill him again, he asked if he could kill Frieza off Earth so he wouldn't be his problem anymore. This implies that King Yemma only judges the souls of Earth and that each planet has its own judge of the dead. Which makes sense considering how many people die every day on a single planet.

Also, there's another description of Hell not mentioned here. In the Buu saga, when Vegeta asked Piccolo what would happen to him when he died, Piccolo said something to the effect of his soul would be purified and he would lose all his memories and eventually be reincarnated, I think.
Which also ended up happening to Kid Buu when he was reborn as Uub.
The purification process is also alluded to in Fusion Reborn, where Janemba is initially created by the hell-janitor getting stuck in the evil-juice produced by the giant evil-cleansing machine they use to purify the spirits.
I remember that and funny is, that it never made sense to me why he didn't get to hell like Frieza or Cell and keep his body.
Vegeta asked if he would meet that clown kakarot in the afterlife and piccolo said that Goku died protecting the world and was selfless so he was allowed to keep his body. Vegeta however killed for selfish reasons so because of that he would not be able to keep his body

One moment they are free to roam about, train, and build thier egos back up, the next, they find themselves in thier own personal hell, confined, and alone, and the cycle continues forever, constantly "releasing" and recontaining them endlessly as a form of punishment

Well if you mean Dragonball as an entire series in whole. It's likely Akira Toriyama wouldn't really think there's a need to explain it for Hells in the manga because there's barely much details of the afterlife. The anime though would clearly state that likely warriors who be able to handle the likes of Frieza, Super Perfect Cell, and Evil Kid Buu except.. that wish with the Dragon pretty much prevented Evil Kid Buu from destroying all of the otherworld theory. Like in fashion with the classics, Akira Toriyama likely won't feel the need to fill in all the gaps as there's some small explanation like maybe magical powers like Fortune Teller Baba probably has Magic to use to control the Villains like with Babidi and his magic.
Dragonball Super in the other hand.. There's The God of Destructions, Angels, Grand Priest, Guardians of Zeno and Zeno himself. My guess is if there's something really serious happening like King Yamma contacting Grand Priest somehow, Zeno would appear in the blink of an eye and wipe out any villain from existence like how Zeno did to Frost in the ToP without a second thought.

I think those in hell are technically game devs.
They set the villains on easy or normal mode so keep them in check. That's why whenever they're shown in the afterlife, they always seems to be using just a fraction of their power... if that much.
No matter how strong you are, if they put a handicap on you of a -9, how are you going to do anything?
Some skills not going to be usable, attacks are weaker, intelligence dropped a bit to stop you from doing certain things, and so on.

Oh and perhaps Buu and cell just couldn't sense their power levels from hell, since Goku was using King Kai to locate Gohan and everyone else when transportation to and from him (and he probably knows where his planet is located so he likely just knows where his ki is located.) and you need to lock onto someone's ki to teleport and if everyone is in hell that you're able to sense.... You're just getting a free taxi service in your area.
Baba has a magic that allows someone to spend time away from the afterlife, so I've always assumed you just can't instant transmission out of the afterlife, or more specifically, without said magic, you're just pulled back immediately the way Goku was during Bojack, and they probably make your afterlife more miserable for trying to escape.
In addition It seemed to me that Baba actually has a deal with Yama. Her magic is just a requirement to actually get as far as to negotiate with Yama in her case.
My headcannon, King Yemma has extreme magical control over dead souls. Which is why while not the most powerful vs the living, he can manipulate, control, mold and transform the dead soul. Which is why he was able to completely transform buus soul into uub.
I'm also interested in the process of draining someones evil ki and enabling them to be reborn. Also that they wasted NO TIME in doing so when Majin Buu arrived.
I think that was less because of majin buu and a combo effect of dragon balls and spirit bomb cleansing buu

I’m pretty sure Angels like Whis are more than capable of handling any being in the afterlife that steps out of line. They can’t (well, really aren’t supposed to) interfere in worldly matters, but the afterlife has gotta be one of the realms where they can really flex.
It's simple. Just like how The Omni King was able to disable ki based flight in the TOP Yemma likely has a similar ability in his domain.

You didn't touch on one point: all of the villains except Raditz were annihilated. Frieeza, Cell, Buu, and many others all vaporized. They wouldn't have a body to fight back like raditz did. It's really just very lucky that they were all blown apart like this.

I think it makes a lot of sense that dead characters are powerless (or at least much weaker than Yemma and the ogres). Cell and Buu were able to move out of Otherworld, but only because they were still alive. That must also be why Cell didn't move out again after dying, he lost his power when he was sent to Hell, almost like some sort of law within the universe. It makes me wonder if there will ever be someone that manages to escape, through some reality warping technique, much like Janemba. Someone that was in Hell for so long, wishing to escape, that he started developing some kind of magic. Similarly to Super Buu getting so mad that he made a tear in Hyperspace, this man's frustration with being stuck in Hell for Milennia would keep building up, until he one day lost it.
The Kais students keep them in line. It would have been cool if we saw Raditz and Nappa were guards keeping them in line as super saiyans. They’re working time of their sentences.

Hell is a fourth dimensional space. Instant transmission teleports you anywhere through an X,Y,Z access point. In a fourth Dimensional space there is a W access point. Instant transmission cannot cross that. Flying can't cross that. Magic cannot. Nothing can. Once you are inside, you are there forever unless a tunnel is somehow made from the outside.

I always figured King Yemma had full discretionary control of the cosmic ruleset of Hell. He might not be the author of it himself (perhaps it’s the design of the kais) but he ticks a box and that person loses their agency while in Hell, allowing the ogres who are magnitudes weaker in power to bully them around. But Yemma still needs to physically tick the box, which is why it’s not always perfect.

Even though I find it rare that Vegeta had to ask Piccolo about his fate despite dying at the hands of Freeza and somehow giving Blooma, Gohan and Company the idea of transferring the souls of Kuririn and Goku from Namek to Earth, which is a bit of a headscratcher.

Clearly, he has all the power needed to keep those little manlets in their place. Also, not having him in the tournament of power was a huge missed opportunity, but i suppose with muscles that can rival even the gods it would have been an unfair advantage!

Ez explanation is: They are not controlled by anybody, but it is how the world is. They get to the judgement and get judged. After that they are instantly transmitted to their hell, where they are locked up by the power of hell itself. To break out of hell, they essentially have to break the dimension itself as that is what holding them there, for which they kinda need the power of a strong god, like Zamasu fused with Black and then corrupting the whole universe :)
I think if frieeza had to get a acctual hell it would be something where hes powerless and a child in a future where his race is discriminated against while vegetea is the emperor of the universe and goku is his sidekick.
Now things that frieeza would hate in this scenario
1. Hes no longer emperor.
2. Saiyans are now the superior race.
3. Goku the person who defeated frieeza isnt the emperor and instead vegeta is.

Always liked to believe that they just got their ki stripped from them, though this only works for the manga. Always felt like it made more sense to just take away the magic system responsible for flight, teleportation, and planet destroying lasers.
Supposedly they don't get to keep their bodies if they're evil. No body, no ki. No ki, no powers. Obviously there's some inconsistencies like with Frieza training in Hell. The only explanation for that would be image training, but I doubt he'd be able to accomplish that level of power with just image training.

I do find it odd that Cell has a spirit when he's manufactured in a tube. He's basically an organic version of a robot. That said, there does seem to be a small consistency, and that's when punishing evil spirits, they have to maintain their body to endure their punishment. I like to think of the HFIL area to be a holding place for spirits maintaining their physical form getting processed and given their own personal hell. Also, the series kind of confirmed that the Demon race kind of lucked out. They either just get sent back home, or sent to heaven, even if it changes their personality completely.

I always assumed Yama was just so strong. He only said that Raditz was tough to not make Goku feel bad. Also it was technically true at least in a relative sense to most of his battles. Universe of cardboard and all, Raditz actually just took the first hit.
If i remember correctly, team Four Star has explained this the best - they just cant use their ki. Which makes sense actually since ki is like life force energy that can be drawn from and shared between living entities and if you block that then they cant do much. Also we know that dragon ball characters actually have normal bodies and do all that super powered stuff with their ki. This is why goku was hurt by a simple rock that hit his head while he was sleeping despite him being in his super saiyan form, or that he got shot by a laser gun when he wasnt paying attention.
King Yemma could probably use Kaioken up into the millions...
He could probably even defeat Beerus if he ever ended up down there...
Who knows, there could be an old God of Destruction who he had to subdue long long ago, probably why he learned the Kaioken in the first place, it may have been a very long and difficult battle...

Bio Broly should’ve been a movie about Goku and Pikkon fighting Broly and then Goku having to use SS three to finish him off. What’s disappointed with that entire movie till the very end thought to myself wow that plot would’ve been 1 million more times satisfying.
To be honest I like this idea of hell changing over time. Between the PLANET/GALAXY ENDING THREATS that Earth keeps seeing every 2 years and Hell being managed by actual living beings (rather than being a construct from a billion years ago), it makes sense that it would change and adapt.
But I do understand those who would like to see some consistency, and I give them that if this was how Hell operated, it would be great to see an episode or so that addresses it.
Actually it'd be interesting to see one of the Z fighters have curiosity and worry over how Hell handles everything. I wouldn't want to hear that the afterlife has shattered because Broly died and raged there lol
I know this feels like a cop out but the obvious answer to me is that magic is at play. DBZ is plainly a world in which magic exists separately from the ki abilities of the z-fighters and most of their foes. Some kind of powerful debuff or paralytic effect would make it trivial to to stop them; something like arresting their ability to manipulate their ki kind of like how in the world of void in the tournament of power, the whole space was adjusted so that flying by ki was simply impossible.
So canonically to achieve a corporal form it takes certainty of identity. This was translated to pure of heart. Cell, Frieza, Cold and Ginyu force are certain of their identity. But the biggest factor is simple. Ki is the energy of life, therefore if your not alive you can't access it. So you have to use telekinetic or other energies to operate.

I could make excuses but I think the obvious answer is best. Different eras of writers helping with fleshing each of the different instances out. The general story may be one man's but the details were probably thrown to whomever was the new guy at the time. More thought put towards the action and less to consistency.
I think it could be like Devilman's beam. Devilman's beam draws out the dormant evil, and the opponent is destroyed by their own evil. So, it could be in Hell that their OWN evil restrains them, or makes them easier to restrain.
I believe that magic plays a part in it, but the ogres are probably are more like jailer that report bad behavior. Hellish punishments probably vary on how severe the transgression and perhaps that is why hell doesn't appear the same across arcs. Should there be too much of a problem, it would seem various heroes would be summoned to deal with the problem.
Even though its the movies it would be cool to see a concept where by Goku's instant transmission braking the laws of hell he made it so Villains there at the time who could escape can but it would depend on your strength so if Frieza in the manga now went to hell he could have the power to escape or if Cell was training in Hell he would be able to escape but with a time limit
King yemma has the ability to strip someone of their powers and personality. Toriyama simply forgot his own rules to the afterlife. Most people when they die instantly lose their sense of self and become the cloud like forms we see in the line. Strong-willed beings keep their personality and a spirit vessel of themselves but not a physical form. Unless specially privileged like goku and other heroes. Once they are seen by king yemma they are judged and if deemed worthy can keep their form and move onto heaven if they are not deemed worthy they go to hell where they are stripped of their sense of self. Purified and then reborn as someone new like uub was. Piccolo even tells us this process will happen to vegeta when he sacrifices himself to stop buu. Freeza was just such a popular character that toriyama threw his rules out the window to bring him back for fan service.
I think having Magic separate from Battle Power is a good enough reason. You might be a universe buster, but magic restraining spell doesn't care about that. You need a stronger magic user to top them.
Maybe King Yama has the copy ability to either add the opponent power to his own or make a doubleganger to whoever he wants to fight a doubleganger that doesn't get tired or something.......

@QaamansLand So one idea will be King Yama has a special power that allows him to somehow copy the power lvl of whoever he wants in order to prevent that individual from causing troubles. Another theory King Yama can make a doubleganger of whoever he wants and use it to fight the trouble maker a doubleganger that doesn't get tired over time..and as a downside King Yama power or even bought powers can only be used in extreme conditions ..... or maybe King Yama can't be harmed by anything while in afterlife giving him an advantage
My headcanon: as the god of the underworld/death, King Yemma is a reality warper as far as the afterlife is concerned. You could be the strongest guy there but Yemma can just turn off your abilities or make you an anchovy if you piss him off. The only reason someone like Janemba can cause actual problems is because he can warp reality too. However this power is limited only to his domain, which is why he can't, say, do anything about Majin Buu until he's dead. There are limits to how he can use reality warping, like how the angels are reality warpers and extremely powerful yet very limited in what they can use that for
Fun fact Yama is a deity in the Chinese hell called Diyu or 10 courts of hell which would explain him as a judge in the Dragon Ball universe as one of the Yama Kings.
I’d like to think the reason all the villains are powerless before Enma is because since they are “dead” they fall under the direct bureaucracy of both heaven and hell. And what could be more humbling and humorous in Dragon ball than Bureaucracy being the greatest power of all.

I’m decently sure that most that die lose their bodies upon death, therefore cannot fight, with special permissions granted to good people to keep their bodies. Thus, a bad guy loses their body/power and can be redirected from there. Special cases may be made for baddies who are needed back (see Majin Vegeta) and those who are worthy of worse punishment (Freeza) but I would imagine in the latter case that while they get their body, the ki doesn’t come with it.

I think that villains get to keep most of their powers--to a certain extent. That much is made clear, seeing as how they are able to train if they so wish. But only within reason.
The Troll guards would presumably be indestructible, and I'm not sure that villains would be able to even injure them. Kii attacks would presumably just go right through them. Same thing goes if any villians get the idea of trying to commit suicide, either on themselves, or by trying to destroy Hell itself. Most kii attacks would be reduced to nothing more than light shows. I'm not sure that the Grand Zeno would actually be necessary.
Instant Transmission is pretty easy to explain: the Afterlife and the living universe are obviously two realities, albeit parallel. But they do have a wall quarantining the two, and it is likely that Hell itself would have some sort of shield preventing inmates who happen to have Instant Transmission from doing anymore than using it within somewhere in Hell itself. Try to use it otherwise, and...it just does nothing.
We can even see this shield when Ginyu Force tries to fly out of Hell. It has an infinite strength, and there is no way to get out. It would be just like if Hell were a Matrioshka Shell on top of a Black Hole: escape velocity would be infinite, and no amount of speed or brute force would compensate for that..
Dr. Slump and Arale-chan has an episode that depicts Hell, ep 233, a filler episode in which Dr. Mashirito escapes from Hell by being hooked on a fishing line from a pole held by God (Dr. Slump's "Kami-sama"). He has his own body, unlike in Super ep 69 where he's escaped for the second time and is now a ghost. He talks God into letting him come back to Earth for revenge on the Norimakis and to "hakai" destroy the Earth itself.

Toriyama wrote on the fly, and freely admitted that he did this, so details changing is entirely expected. That said, my headcannon is that Hell is a sort of Matrix or Lotus Eater Machine, and you're trapped there by supernatural forces that defy conventional power scaling. Freiza being "revealed" to be trapped in a cocoon attached to a mystical tree would support that idea. I also do think King Yamma is unironically that strong, but probably only when he's acting within his station as judge of the afterlife: he was strong enough to throw Cell down into Hell, which on it's own makes him stronger than King Kai, someone who is allegedly more powerful than him. So perhaps Yamma is only borderline omnipotent when he's acting "in office."

King Yemma could just have Omniking-esque powers, with total control over his domain. Emperor Frieza being a royal pain? Put him in a coccoon that gets harder the more he struggles, with no upper limit, and torment him with happy sprites until he caves and submits to resurrection. Don't have to beat him 1v1. Just snaps his fingers and bind him. He's intimidating because he's lord of Hell, not because he's the strongest in the universe.
That's what I choose to believe until we get a more concrete canonical explanation, at least 😅
I'd be willing to bet that King Yemma/Enma is one of those magical-type of powerful characters. Physically, he's really strong, at least relative to Saiyan Saga Z-Fighters, but something about being in the afterlife specifically is what makes him powerful enough to body every DragonBall villain ever and impose whatever limits he so chooses, even when King Kai (who is stronger than him) was practically wetting himself over the idea that Frieza breathing would obliterate any hopes of the Namek mission succeeding.

Picoro explains to Vegeta that once he dies his body will be sent to a place where Goku will not be, so hell, and his body will then be destroyed and his soul will be recycled. That's why you can't revive people if they have been dead for more than a year. Freezer was a special case, Enma daio wanted to punish Freezer and that's why he kept his body in a version of hell made specifically for him. And as shown in the manga, most don't keep their bodies, and Goku was also a special case.
Also, even if they did keep their bodies, when Chaos dies, they said Enma gave him a new body, and all main villains die by being completely erased, Freezer, Cell and Buu were all completely erased (with Cell and Buu it was the only way to kill them). So the only ones that could have put up a fight were the androids and dabura, and who knows, maybe they aren't even judged and get recycled as soon as the die.
Must have been a super busy day for Yenma when Planet Vegeta exploded.
I think King Yemma has been given the ability to control souls that have died, and beings good or evil have achieved a certain level of power, get to keep their physical forms but if they are evil they have to suffer for all eternity unless they take option 2 of reincarnation with no memories of the past and stripped of their power or so they believe, though Kid Buu is a different case having come from the Demon realm and pretty much being a mindless creature and with Goku's wish for him to be reborn as a good person, King Yemma granted it, after purifying his soul so that Kid Buu would become a powerful force for good
What if King Yama power is working on a Domain Extension rules? He is technically unbeatable... but only inside certain terrain.
Or we could eventually get a hype character that comes out of nowhere that serves as the guardian of Hell to restrain villains- another guy for Goku to fight in case he gets bored.

Hell, the thing I hate the most is death has no meaning. They even went as far as to “wipe” 2/3 of known universes - only to bring it all back - they literally wasted all of our time for the sake of the “everyone wins” ending.
ya know, one thing I feel fits more with Dragonball was english's Home for Infinite Losers. It just feel so Toriyama in comedy I'm surprised that wasn't the original joke like perhaps as the first layer of hell, and then later the fire and brimstones. So if you were a bad (as in mediorce) sinner you go to the home of infinite losers LOL
