Palps has NO duelling feats. He was defeated by Windu and was forced to change lightsaber to force against Yoda (and was possibly disarmed off-screen). His greatest lightsaber feat (apart from temporarily holding his own against Yoda and then giving up) is fighting against Maul and Oppress, something even Kenobi could easily do.
Kenobi was struggling to beat Maul and Savage and Maul didn't even have proper legs. He wasn't that good at lightsabre duelling because he that it wasn't important.
