As far as "cuffing in the front": I know the transition period was the 80s because the manual of the venerable game Police Quest makes mention that while MEN should always be cuffed in the back, WOMEN have the option of front or back at the officer's discretion.
Since OG Police Quest was trying to be as By The Book and "realistic" as possible - there are reports of actual police stations using it as an unconventional training tool - you can take it as fairly definitive for procedures, at least for the LAPD where they got most of their info and expertise.
Because manuals of Police Quest games that came out in the mid 90s say to always cuff in the back with no preference of gender (specifically, Open Season), I would say that it was fully corrected by the early 90s.
That canine pit maneuver turned that fleeing suspect into a desperate felon willing to attack rather than go back to the big house.. or leash.

You know, Donut, these old training films ARE hilarious by modern standards... but damn, they're better than the total lack of even semi-realistic tactical training that was available prior. I'm actually old enough to remember when things were actually done the way you see in those films. There were a few of us out there that WANTED to find better ways, that recognized that there had to be ways to reduce risk on patrol. Hell, I've still got an original copy of the book "Street Survival", the first real manual for tactically aware officers. Before that, there really wasn't much. And a lot of good men died because of it.

I have an **old old old** LAPD training handbook and it mentions the AM180. They apparently put a giant laser emitter on it, which made a circle several inches wide on the target. It gave you the projected group for your many rounds hitting the target, hopefully.
