well maybe it's the game developers fault who didn't pay attention to georgian history because georgia had many great generals

It's a minor faction not playable unless you use mods. So it's cobbled together from other factions' units. That's why it's so messy.

In the slightly buggy but great Master of Strategy (Shogun 2: Fall of Samurai mod) the only way to reliably hold land is to tax minimally and build traditional buildings + increase happiness. And military police lol.

I've got a dumb idea.
As Persia, take every territory with the same name as a breed of cat or where cats are famous or something. Take Egypt because of the Sphynx. Take Maine because of the Maine Coon. Arkheangelsk (Somewhere around northwest Russia. If you get to Kola you've gone too far) because that's where the Russian Blue was first bred.
