he doesn't extend his elbows all the way to avoid joint damage and to keep continuous tension on the muscle...it looks like his reps are short cuz he's got short arms and is so damn big
His arm length does not have anything to do with it, neither does the size of his arms. He just chooses to use a shorter range of motion, that's it. Look at other bodybuilders that might have evem bigger arms and how they can do the full range of motion.

Well sustenate doesn't exist and dbol would be a rubbish choice of drug for cutting and as for taking it before cardio it doesn't really work like that, its easy to find good cycle regimens but whether you could afford it is another thing
These guys were fuckin on a different level back in the day. Guys like Phil heath look small compared. And their muscles just look more dense or something. Don't get me wrong I personally think Phil has one of the best genetics for body building. But guys like Jay and Markus from early thousands looked non human.

I think Jay is a great Ambassador for the sport however I can't stand when you watch his videos progressively with years in between how he changes up his wording for example" I'm not really counting reps I'm going by feel usually 12 to 15" we're in other earlier and later videos he always stresses his rep and set scheme.. always stressing the importance..
Eric Laureanno he's speaking facts. After training as long and hard as hell has he realized reps don't matter as much as going by feel. He's barely ever goes to failure
