Apparently the octo/squid monster would be your ally and you're fighting off those Dolfangs (those dolphins you see washed up) Theres a mod where you can talk to the squid/octopus. HOW THE HELL DO YOU MESS THAT UP!?? And UNDER WATER VAULT? Something that Black isle never thought of and bethesda squandered it. Guess they are too busy trying to get scrubcake fortnite audiences.

its a shame how much of the map is wasted on mostly empty ocean, the city is undersized and npcs packed so closely together could of easily been fixed by not having a 1/4 of the map under water
Good take. I always felt like the main downtown city area was too small.
Maybe we needed more islands in the game,but maybe that would be a bad idea.
I highly doubt reducing the size of the ocean would have made any Impact.
You cant just remove the water and stretch out the city. More city blocks would require a lot of work from many people. Additional content, quests. Also you need to consider technical limitations, especially on consoles. Downtown already ran janky in some areas.
That is all but "easily fixed".
@@TheCorrupt i agree more downtown would of just meant more people complaining about frame rate but they could of done like Fallout 3 and broken it up with ruins and subway tunnels connecting each area to prevent that. The DC ruins from Fallout 3 feels much bigger than Boston because you could not just run from one end to the other in five minutes.

The more I learn about this quest the more heart broken I am that it was never finished, there's so much water in the game with a whole dlc adding even more ocean themed things, a bioshock inspired fallout quest would have looked and been amazing I'm certain
You can tell the quest designer and artists put a lot of passion into it. Definitely one of the coolest cut ideas in the series, which is saying something since Fallout games have an unbelievable amount of unimplemented, interesting concepts.

Honestly I would be happy if they decided to do some kind of anniversary dlc where they finished and restored this quest and location

It's a shame that this quest didn't go through. Such a large portion of the map is empty and having a big quest tied to it would have made it less disappointing. Especially since you can still walk around underwater in power armor AND you have a perk dedicated to breathing underwater, the ocean floor BEGS to be explored but there's absolutely nothing down there aside from a handful of empty ship models and one with cat paintings (how do those survive underwater?)

There's also the Mannequin ship which is just.... Really freaky

@@josephdias5859 Mutant Menagerie adds a lot of aquatic life, from small predatory fish, to sharks, all the way to ghoul whales. There's also a mod that enables combat in 3rd person underwater, it's a little buggy but fulfills this vision nicely alongside the existing restoration mod of Vault 120.
That's probably why this quest was scrapped. Without a whole lot of underwater content it would be kinda useless.
This would have easily been the most memorable FO4 quest.

You mean the only memorable quest in the game theyre all pretty lame lol, it's almost as if they purposefully cut the most interesting things so this would be the most disappointing fallout game to date
I heard a rumor that FO4 is getting more updates at some point. It would be cool to have this, but I’m very doubtful, even if they do update their 6(?) year old game.

Unless if they actually did make it to another planet and built a vault there and sent residents there but we won't ever know that until they decide to make a fallout game on a different planet or a quest that takes you there, I'm only saying this tho cause of the vault in the nuka cola dlc

Can't wait for the Institute cut content as there is a cut quest called "The Replacement" where you would be able to get your spouse as a synth. Most likely a synth companion.

I wish modders could bring this idea back to live, because everything sounds so epic. same goes with the cut super mutant village in the glowing sea.
@Jason Flake Not in the slightest, there are huge projects still in development using the FO4 engine, such as the "Fallout 4: New Vegas" project. This vault very well could be made a mod. You would have just have to find the right people to make it a reality.

@Jason Flake I mean the engine is poopy but at the same time somehow modders are able to make things more stable than bethesda, the same people that MADE the engine. So feel free to make of that what you will.
@Jason Flake Lol, no it's not. This would've been most likely cut due to time constraints, like with the Civil War in Skyrim.
Bethesda engine is old? Freaking new gen engines dont even let their npcs walk all the way from sanctuary to the glowing sea in real time.

Edit: Is also interesting that the quest refers to the submarine in "Stealth mode" instead of just "Silent running", that means that PAM can be correct about the ghost fleet.
whats really sad is that since it is so notorious now we'll probably never receive a underwater vault despite it still being a great idea. it would just be built in the shadow of this blue sky stage quest.

This might be a dumb question but technically couldn't that be very illegal? Stealing and IP along with the actual material that would've been used to make it? Or am I just uninformed.
@@michaelmorrow607 It's a bit of a gray area, but, for the most part, no. It should be entirely legal to do that. Typically, Bethesda gets pissy about actual assets being used in games where they are not intended to be used. For example, using the voice lines from Fallout 3 in a fan-made mod that recreates Fallout 3 in Fallout 4 would be grounds for legal action. However, if someone recreates Fallout 3 using custom textures, models, and voice lines, it's fine.
Also, there's plenty of cut content mods that have been created for all sorts of Bethesda titles and, so far, none of them have been met with any sort of legal action. If you want a good example of this, check out the Combat Zone Restored mod for Fallout 4, which uses voice lines and assets that were cut from the game but were still in the game files.
So, if the assets were intended to be used in Fallout 4 and all of the missing assets (i.e. scripts, textures, models, voice lines, etc) are made by a mod author, that should be fine. At that point, it's not stealing.

@@csbauder Nah I really appreciate it. I'm not in tune with the modding community so I was unaware, I usually download like bug fixes and then maybe a companion mod and I leave it at that. So this was really cool to read.

Definitely a grey area since it didn't appear in any release of F4 and had to be backported from another game. Not sure this exact situation has ever happened before, but as Micheal mentioned, it's probably all good.

This would of been the most creative question in fallout 4, a secret vault, uuvs, the Yangtze moving, and a giant squid monster, that would of made the far out ocean more terrifying to explore as you didn’t know if something was below you and was about to kill you

He was another of those weird moments of "wait, what just happened?" that the game has in abundance, where you're left feeling you're halfway through a book when suddenly someone shouts "And they all lived happily ever after. The End. Back to scrounging deskfans and avoiding the main quest! Chop chop!" 😂
It would've been really cool to learn more about his character and China prior to the Great War.

I spent hours off that Pier where the submarine is following an underwater structure for miles but I kept running out of oxygen.. there was even an underwater diving bell type thing you could stop off at as you followed this trail of Bits under the water in your Suit

The fact that there's so much cut content for just ONE quest makes me so sad, I would've loved to have this quest in the game since it seems so long, almost like it was a quest that's part of the main story. I hope someday someone decides to do a mod that's like a spiritual recreation of it
I wonder if Zao was going to originally be a companion If he survived the submarine event. The wall marker for him to lean in the overseers office makes me think he was at least going to be following you through the vault. And it would make sense because once his submarine was destroyed he would have nowhere to go.
It would have also been interesting to have zao as a companion. As zao would probably represent the fallout Chinese communist values and might have been in contrast to someone like Hancock, who is more anarchist libertarian American. However… chances are with the player, and especially cut off from his homeland with the death of his Yangtze, he would shift his priorities to focus on making a place for himself in the Boston commonwealth.
This could be a better dlc than the settlements parts ones, wich in the end construction and settlements parts where more developed by modders, but a thing with this story and mechanics would be awesome as dlc.
Jus imagine that after this "quest dlc" you unlock Zao as companion and he is able to carry a backpack radio (like radio operators of ww2) and pic signals randomly on the wasteland like in fallout 3 and found secret chinese caches and bunkers like again those ones in fo3, and maybe one or 2 with chinese ghouls.
That would be an awesome idea for a settlement, or even conect that dlc with far harbour and try to fix the USS Democracy using parts of the yangtze and see where that goes.
This as a dlc would be better then far harbor they used the scrap textures.
I mean the vault DLC making a vault settlement I also agree.
The squid part is definitely a reference to mass effect 1’s speech with sovereign as it looks really close to the scene and having two companions on your side having a good and bad opinion on the idea.
Dude this entire quest sounds fantastic! Oh man I love undersea adventures like this! I really wish we got this as DLC. It would’ve been better than the settlement contraptions DLC(is that the name for it?) Hopefully we might see this in the 5th game. Plus it would be really cool to fight a massive ghoul Sperm whale, killer whale, or a humpback whale. I can just see a massive list of Herman Melville references lol 😂
I was always bummed that the mutated dolphins don’t ever show up, but the vacant waters make aquaboy/girl perk one of the best perks in survival because you can just travel by swimming unobstructed without the perils of the wasteland

There is a quest in F4 where you lower water levels. It could be the same code. Since F4 is basically Skyrim with a new face, you would be correct with the thieves guild quest code

Imma have to bookmark this for later; I didn't think Bethesda had made it this far on Vault 120! Having been trying to learn my way around the Creation Kit the past couple of months, I've been playing around with creating a Vault 120 as part of a larger mod project, and this video could definitely help out for inspiration! Very much appreciate you guys finding and digging this up!

@@TriangleCity Will do, but it'll be awhile. Mod's only in a conceptual stage right now, and couple that with full time job and still learning the creation kit makes for a long wait. Might release parts of it as I get comfortable with the software and get a good workflow going.
Gotta figure out how I wanna weave the Vault into the world as well. From a practical standpoint, an underwater is a hard sell in a number of ways, so wanna figure out (both gameplay-wise and lore-wise) why it would exist; so far working with the premise that the Vault was built to be both a shelter and as an access point between Hull and Fort Andrews (Southeast of Boston), but I wanna figure out an experiment Vault-tec would utilize and underwater vault full of servicemen and their families for...like I said, still in the conceptual stage lol
@@Spartan-kj8bq Sounds awesome! I also wanted to make a Mod restoring this Quest and this vidoe adds integral context on the original vision. I hope the Institutes apparent involvement with this Vault is considered, and i had a further idea of returning to Vault 120 helping the surviving Vault Dwellers rebuild, as i think its such a cool and unique location to only be used once as a dungeon.
This vault appears in the board game! You need to be a Mr handy or get a rebreather before entering or you take damage each turn, it's so much fun

It's not exactly like the cut content from fallout 4, like, it's an underwater vault with i think the same number, but i love to get inside it every campaign i play (of course due to it being in the board game it can appear in a lot of places, including the Commonwealth, new California, capital wasteland, etc)

looking at all the unique content and areas this side quest had, it's not surprising it was on the chopping block. unique vehicle control/defense gameplay, large vault but underwater so cutting it doesn't affect other npcs or quests, exactly the kind of stuff to cut when development isn't going as fast as the publisher/investors want.
Unfortunately it's cool stuff like this that's always the first to go, but you're definitely right that cutting it was the right decision from a publisher's perspective.
Ngl, this would be a neat quest to get Zao as a companion.
That James dude would join Sancutary and Zao would stay with you, since he lost his method for returning home and found you to be the only Capitalist he can tolerate, and is willing to start a new life in Boston as he wants to let go of the past and feels there is nothing left probably.
His character traits is that he is a polite and honest person, but hampered with Guilt and wanting to make ammends for the nukes, so he's a Good Karma character by his words and judgements toward the player.
If he leaves the player due to choices, he can be found around Boston Harbor to talk to and befriend again, or chat with.

It definitely would have been a really cool vault as character development for the sole survivor, as it would have been a show that the sole survivor is willing to work together with someone who to them, is the whole reason their life was ruined

I think the water rising and falling might have more in common with the code in Skyrim's Solstheim 'The Path of Knowledge' quest, because the water level of the dungeon could be manipulated up and down by the player. The quest Blindsighted, where you steal the Snow Elf Eyes, just has the water rise on an quest step, and cannot be reversed. Or maybe it all has to do with drowning the Statue of Lincoln at the end of Fallout 3, who knows.
Isn't vault 120 like one huge retcon? My point is vaults are meant to keep out radiation, the whole story of the game follows the soul survivor who is looking for there son who was taken by The institute because they needed pure Gene's! So when you put a nuclear fallout shelter that's already meant to keep out radiation underneath hundreds of feet or fathoms of water which is also really good at blocking radiation so this means that there was another source of pure genes in the Commonwealth, especially since by the evidence of the cut content it seems that this vault would have been active till relatively recently
I've also wondered if Vault 81 is a problem for this reason too, while it's been opened up I'm not sure it would have entirely mingled the genes of the vault dwellers with mutated genes from outside.
@@MediumRareOpinions same argument could be made for the institute but the same reasons that apply for the institute also kind of apply for vault 81, so everybody got mutated to some degree I guess
would the institute be able to reach Vault 120 easily tho? is underwater, Vault 111 was probably way easier to get inside.
@@keiser1188 they teleport into the vault and most other underground locations I think, you will often find synths in locations which are still sealed up to the outside world.
The major difficulty with vault 120 would be locating it to teleport into. Unless the volume or water would interfere with the technology somehow?
@@keiser1188 that's the thing you would have used a special suit of institute power armor that allowed you to maneuver and breathe underwater so the evidence would say that they already made it there

I think that's a reflection of game development work scheduling.
The kid in the fridge probably didn't require any new assets to be made, just combinations of existing ones so it gets approved while this quest represents a lot of work to make to an acceptable level of visual detail.

What’s interesting is that IRL, Massachusetts was historically where the US government was dumping unwanted artillery shells and even chemical weapons, from the end of WW1 until the 1970s.
Another way that Bethesda could have utilized the huge expanse of ocean that dominates like half of the map in Fallout 4, would have been to reference this obscure bit of history. Maybe have some scavengers living in some Water World-ass floating city and diving down to recover bits and bobs of dumped munitions. Maybe have a quest around a legendary stockpile of early-model Mini-Nukes that gives the player the option to make a lot of caps with the consequence of more Fat Man nukes appearing in the wastes (while the cost of Mini-Nukes in the Commonwealth lowers as supplies increase), or scuttle the salvage operation/destroy the stockpile to prevent this disastrous outcome.
I just came up with that off the top of my head.
I would love this and the danse cut content to become elder along with the combat zone cut content and the piper interview.. ugh so much stuff id love.. and yes there's mods for some but they're so buggy
I'm guessing that vault 120 was cut, as it would mean not only completing a whole vault, but implimenting multiple unique game mechanics as well as populating all the under water sections of the map with loot and unique enemies as well as passive monsters. Making it a particularly expensive to make. Far more so than an equivilent land based vault.

It's amazing to see more details to this cut vault giving the only things I previously knew was a underwater vault that was cut, with nothing else known.
A huge shame it was cut, as it would be an amazing DLC even if the story was a short one, as giving the detail involved it would have been an amazing DLC to FO4.
I desperately want to do something with all this. Maybe someone make a mod with all of these leftover assets, or I might even try it. It'd be a big project, sure, but something like this doesn't deserve to just be forgotten. Even if it's something to make the oceans more interesting.
It'd be a lot of work and you'd need a team considering the wide variety of skills required to complete it, voice actors, writers, coders, artists, environment artists, etc, but you have a great starting point as a significant portion of the level design is already completed and enough remains to give you an outline of the critical path of the quest. If you do something with this let me know, I'd love to see it recreated!
@@TriangleCity For the squid overseer, was a model left over in the files or only the texture maps?
@@elitespacelord Only the two textures, one called squid and the other called machines, but its anyone's guess how the machine texture would've been used.
@@TriangleCity I like the idea that you present, essentially that it's almost like a cybernetic squid or even like it's been Frankenstein'd. Could also make me think of a machine that was used to kill the squid in the pivotal player choice moment.
The latter is possible too and would've been brutal lol
Imagine having a quest involving an underwater vault... tied with project purity, something that would try and help clean up the ocean's murkiness at the end, also add in an ambassador from the Republic of Dave :D
Since you brought up mass effect I could see this overseer Octopus interacting with the player like Sovereign with shepherd saying lines similar to "I am beyond your comperinchion" the squad would probably try to convince the player to let them out it would have been interesting to see the consequences of ever choice.
I didn't know about this cut content this is cool! I imagined an underwater vault as a giant spider-droid like mech with a vault situated as the body, and the legs acting as tunnels to enter and exit. Perhaps as a command center for one of the factions, or even Vault Tec.
So much thought and storytelling went into this quest such as this effort to put this video. Such a shame i can put only one like

When I first heard the ocean content got scrapped: Yeah I didn't like walking around in power armor and I couldn't ever find the far harbor underwater suit, so I'm glad it's cut, didn't want a part of the map restricted to the water perk.

This quest and all the ocean content being cut is sort of a perfect example of what is wrong at Bethesda. Think about how much relatively boring shit they left in Fallout 4 that took as much or more effort than this would have. And yet they chose that over this, and didn't even bother to fix the glaring issue of the massive parts of the map that are just empty ocean after cutting all of the ocean content. This is true of all Bethesda games, but Fallout 4 is especially such a sad case of lost potential. It had all the factors to be amazing, to outdo every other entry, and they fumbled it.
Can't wait to see the outcome of modders bringing back the quest with minor changes, which is now pretty much inevitable with the cells backported.

This would have been probably the best quest series in the game. It's a shame that it was cut. As other comments say, it's sad that the ocean is basically untouched.

Could have been made into a dlc. So interesting to see what could have been, even when the game came out I knew of this, but had no idea so much work had been done on it.
Given how much time you spend in the marine environment it would have worked well for Far harbour but not so much for 76.
The Mario music 😂 120 would have been a great quest. I really want to see the squid, as cephalopods are some of my favorite ocean animals.

It would have been interesting for them to try and reimplement this idea in the Far Harbor DLC. Since it added a whole bunch of aquatic themed creatures and items, this Vault would have felt right at home.
I actually think it partially inspired Far Harbour, but that's just a guess.

With the amount of dlc we got. There was no excuse to not add this back in, outside of Bethesda wanting to rush 76 trombones out
But trombones are cool and a core aspect of Fallout 76's gameplay 😂
I hope 1 day we going to get a mod that restores all that content

This pisses me off. Half a dozen employees could have been assigned to make this a DLC.
If rumors of Fallout 5 being set in San Francisco then I hope they come back to this idea. Overall underwater exploration needs to be amped up big time because so many games are doing it and doing it so well.

I bet this was cut because since Bethesda is a good game developer that definitely knows how to program ladders. They could definitely program compentent underwater gameplay.

This is the one cut content I really miss in the game. Just like GTA 5, the massive underwater world is such a ripe place for mysteries and wonder, but so strangely unused. It would be so cool to surface in your escape pod, far from shore, having to swim through dark waters now infested with strange underwater creatures now released from the facility. Effectively enriching the world with new life. Hmmm my mind get so many new ideas.

I feel like having cut the vault, which was a major institute plot point, they will likely revisit the idea in a future game. I can imagine they could use it as an excuse for how the institute could’ve survived the bombing
