Seems like that hop between the hook and the actual throw is leaving yourself wide open for a counter for an uncomfortable amount of time. Granted I'm just an orange belt, but still.
It can if you don't have their posture broken. But the lapel against the neck and the hooking foot pulling their knee in can actually make it quite safe. Try it without those, and yes, you'll be on the receiving end of an Ura-nage.
