Just so you know in real life when the kaiser ruled Germany the other German Kings were allowed to somewhat Remain kings and dukes off their own state Thats why the kaiser was called emperor of the germans and not emperor off Germany.

The kaiser was neither called "emporer of germans" nor "emporer of Germany". He was called for e.g: "Kaiser Willhelm" so basically "Kaiser"-Name.
