try to get garlic that is native to where you are . example the tomato that do very well in Florida , most likely it would do well in Newyork I am talking about the same seed being taken from Florida to NY that seed will do well only in Florida now maybe you're getting garlic that doesn't fit your soil or habitat check into it thanks for the chili powder mix ;
