Wasn’t the line between the Junction and Mellon sold off to the quarry company? If so, how did that affect the re-opening, did Network Rail buy it back or did they negotiate running powers with the quarry company? If they bought it back then the cost of that, plus the refurbishment, must have made it very expensive.
