Well it has a hole on the bottom of its body, it stores high pressure inside and then let's it out through the little hole making a Lazer-like explosion
Another thing about Grassy Terrain is that it reduces the damage (or power) of the commonly used Earthquake so Electrode’s new form and Terrain turn its used to be weakness into a big resistance.
I have seen people use Electrode as a support in Gen IX, with access to Eerie Impulse, Electric Terrain (Terrain setter for Paradox Mons), Metal Sound, Scary Face, Taunt and Thunderwave. So I assume H-Electrode could fulfill a similar role with the added benefit of a Chloroblast. They have Electric Terrain, Scary Face, Taunt, Thunderwave, though they lose access to Eerie Impulse and Metal Sound.
A problem with this is that mind blown was absolutely broken. I could see it being changed to a grass type version of explosion. Doing massive damage to everything on the field but killing you instantly. It would also fit well with electrode who is basically the premier explosion user.
A simple fix would be to give H. Electrode access to Grassy Surge & Electric Surge as possible abilities. Also, make Chloroblast either take only 1/3 of the user's max HP as recoil (rounded down), or merely cause it to drop the speed stat (possibly by 2 stages per successful hit). Making Chloroblast unable to be used in succession (like Gigaton Hammer) would also be viable, instead of the other hindrances.
Electrode has always been a support mon to me, with TWave, Thunderbolt or Thunder depending if you plan on seeing Kyogres, and Volt switch. Its last move had always been a weird slot, such as moves like Explosion. Hisui form allows for many other things such as Chloro, Leech Seed, Energy Ball, etc.
i think hisuian electrode could actually be pretty good. its the first ever pokemon to have a 4x resistance to electric attacks, and also takes only 49.6% max from a choice specs tera water spout kyogre in the rain, who will be returning at the same time as electrode. with leftovers and leech seed, along with protect, it can stall out kyogre (and many other weaker water types) practically forever. 252 spatk modest chloroblast also has a 68% chance to ohko max hp assault vest groudon, and has a clean ohko onto the third ground/fairy type legendary from gen 9. miraidon (who it already walls) is ohkod thanks to earth power. thunder, while a bit inaccurate, makes short work of the strongest flying types in the game, such as ho-oh and yveltal, who get 2hkod, and lugia, which is a 3hko thanks to multiscale. and while it is a bit gimmicky, it can actually be calced to live a flare blitz from koraidon, and ohko it back with counter. the only real issue with hisuian electrode is that it cant run protect, thunder, chloroblast, counter, earth power, and leech seed on one set, forcing you to choose which threats you want to cover. luckily, since hisuian electrode can easily take care of at least three pokemon on the opposing team, you then have five other pokemon to deal with the last three, which shouldnt be too hard, because five is bigger than three. i havent even mentioned the power it gains from terastallization - you can imagine that for yourself. overall, i think hisuian electrode will have a solid niche in gen 9 ubers, with gen 7 vgc incineroar level usage on release, dying down to a respectable ~47% usage rate by the end of the generation. its not unstoppable by any means, as snow form castform weather ball does a cool 216.4% minimum to it while resisting its stabs, but what pokemon is truly without counters? thank you for reading my competitive analysis of the pokemon of all time.

Yeah the speed is so useful, with the specs damage boost and a tera to cover for the few types that resist your STABs, electrode is actually quite powerful
I find Leaf Storm is just better than Chloroblast on non-sweeper singles Electrode since you can Volt Switch out of your special atk drop and survive any hit with focus sash. I run it as my lead and shut down any setup with superfast Taunt or dmg.

The nice thing about Hisuian Electrode is the ability Soundproof. Being able to just blank moves like Snarl, Hyper Voice and Perish Song is something not every Pokemon can do. The only other Soundproof Pokemon in this game is Abomasnow and you want Snow Warning on it. So yeah, I think maybe I'll pop on Showdown, name a Hisuian Electrode L.O.R.B (Lamp oil, rope, bombs) and go to town.
