It is the blend door actuator, it will fail eventually. You may even start to hear a buzzing sound eventually. This item will be on the passenger floorboard next to the blower motor to the left. If you look down there the actuator is trying to operate. Hence the sound your recorded.
My 2002, started doing that when my heater cable froze up and would not open the heater valve on the firewall. The actuator is getting ready to fail. Replaced cable and actuator...problem solved.
My 06 Sport 4.0L just started doing this as well. 246K miles. I only noticed it with my engine running I thought I had a air/coolant leak or a head gasket. But yours was key on/engine off.

Mine is making the same noise in my 2004 toyota tacoma... did you ever figure out what it is?

I did not, it stopped on its own. Every now and then I'll here it start back up but its not as annoying as it used to be.
