I think he just doesn't know how to quantify the time and effort it takes to achieve such things. He has a vision of something and how it will be, but he fails every time to achieve said vision in the time limit he stated. It's like he has a plan in mind, but a very bad structured one. What he dreams about can be achieved, no doubt, we did harder and more complex stuff, as humanity, in the past when we had less resources and knowledge. You can see many of his plans already having some level or results.

Of all the types of cars to make, Hybrid (gasoline engine, battery, and electric motor), or Gasoline Engine only, or Electric car (battery, and electric motor), the Electric car is the easiest car to make. Legacy car companies don't want to make electric cars, because they lose lots of money in service fees (oil change, transmission, belts, radiator, tune ups, etc). GM proved the point with their 1996 electric car. Today, 23 Governments are forcing car companies to make "zero emission" vehicles by 2035 to 2040. The US has a bill to sell only zero-emission vehicles in 2040, but its going nowhere as usual. California is working on its own law.
You will see a flood of EV's in the next 3 years, and that will make it hard for Tesla to compete. Musk is the King of Hype, we will see how he handles competition. I'm sure that legacy car companies are not worried about Tesla. Even those in China. KIA already has a nice EV that won 2022 Car of the Year, caroftheyear.org
