So many of these late 18th century pistol cartridges seem to count on an “I’m shot, I give up” level of stopping power.

At a time when doctors were just learning to wash their hands, you REALLY didn't want to get shot a second time.
Before the invention of penicillin, getting poked with a pen knife could result in a slow and agonizing death.
Soldiers usually stops doing soldier things when being shot if not their own lives depending on doing soldier things, or their culture says otherwise.

Where do you line up the front sight on the Russian nagant revolver?
i think there's some squared off notches in the same place as the other Nagant revolvers

If the lockwork is the same as the Soviet Nagant, then yes. The sealed cylinder would allow for use of a suppressor. It would need the barrel to be threaded.
