Which when it came to Libya he acted instead of negotiated. (He was probably just a puppet in that case) Many of the weapons ISIS has, apart from being obtained within Syria/Iraq, came from Libya. And just do your homework if you don't want to take my word for it :) But really if McCain was in office we would have invaded Syria and Iran with an entire army.
