I listened to some good city soundtracks from Choro Q HG, HG 2 and HG 4. "Asian City", "Temple Raceway" and "Oriental Challenge" come to mind. As for fighting games, I know several great city themes from the Tekken games.

Swordsman theme? Ozar Midrashim from Legacy of Kain; Soul Reaver (the theme of the game but is used as the theme for the Raziel clan theme and also plays for Raziel's sometimes in Defiance), Battlefield from Golden Axe 1, Bio-Planet from the SEGA Genesis version of TNMT Tournament Fighters, X VS Zero from Mega Man X5 (since it can be Zero's theme if you use X) but if that doesn't count then Zero's theme from MMX4, either Time to Come (some of the characters the song that's in a few games plays for characters that uses a mech that uses a sword as one of the main weapons such as Irm from OG 1), The Sword of Magus, Neppu Shippu Cybuster, The Sword That Cleaves Evil or I Am Invincible (I don't know how to spell the Japanese name) from the Super Robot Wars/Taisen franchise, Hikari no Willpower (Trunks theme that is used in Dragon Ball Z Ultimate Battle 22), Condemnation Wings from the Blazblue series (Tsubaki Yayoi's theme who uses a sword) and either the Pig Star stage theme (stage 7) or boss theme from Rocket Knight Adventures (since one of the bosses is Axl Gear the Black Knight). Just to name a few.
Personal taste of it’s a city theme from ff7 it has to be “underneath the rotting pizza” it perfectly encapsulates the seedy grime of Midgard slums this always hits like the music from blade runner instant vibes
I know it might not fit with the list, being a newer game, but the Whiterun theme from Skyrim is definitely up there for me. Still, great list! I always enjoy your content!
I wanted to suggest this one: I was watching a Perfect Run of _Megaman 2_ when the CrashMan theme was playing and part of it reminded me of the melody to “The Roses of Success” from _Chitty Chitty Bang Bang._ Was wondering if maybe you could hear it too. (Most notable when the song hits the refrain.)
I've heard that Batman theme referred to as Streets of Desolation, either way it deserves a top ten ranking. I'll throw in an honorable mention, if it counts, the opening level of Ninja Gaiden 2, I think that's the one where the backdrop is a skyline at night.
I have seen it named "The City", The Streets of Gotham City", "Stage 1", and probably others... those old NES tunes rarely have an actual name, most of the time it's made by and agreed on by fans
It’s tough when it comes to city themes because there are a few fighting game stage themes that are in city streets like street fighter, MK, tekken etc, some of the GTA themes are great too not the songs on the stations but the theme songs, pause music etc

From LoZ Skyward Sword, either of Ghirahim's themes (introduction and battle) would be a great addition to the swordfighter theme list
