It comes down to the fact that they are reflective. When the light hits the plate, it's considered a light, and it's illegal (or at least it was) to have a white light on the back of the car unless you are reversing. So the rear plate was made yellow so that it is still visible when a light was shone on it but it doesn't 'emit' a white light.

Some just use adhesive pads, but the majority typically use screws
Drive too fast and it will rip the bumper and inner wheel arches off..
