Harold was right to be scared. Shaw had NO conscious. Reese did. He had an on/off switch. Shaw had none. She was more a machine. She had to learn to be human. Which she did. Along the way, she became part of Harold's ersatz family, same as Reese, Root, Carter, Lionel, and Bear. That's what made the show so good! These misfits found a family in each other.
Flashbacks showed that throughout her life she had a problem with empthetic responses to life. It's part of what got ehr dismissed as a resident doctor despite having technically brilliant skills.
Despite all of that, Harold had faith in her, just like Reese. He saw through the sociopathy. It's an odd thing, saying that Harold has faith, as he works with facts, numbers, code. Nevertheless, he was right. Even more astonishing: the Machine had the same quality. It learned that from him.
Shaw had a conscience, she wasn't a serial killer. She simply lacked the ability to demonstrate empathy as accepted by society. That said, if an assassin ever enters your space unannounced, fear is the correct response.

Dogs are masters of reading body language, and they can literally smell your emotion. They will react to anger or fear, but I think the whole point of Bear reacting this way is to show Shaw is ice-cold. She's not just hiding emotion, she has suppressed it entirely: no accelerated heart rate, no sweating, no surge of adrenaline, nothing at all for the dog to sense threat. She could have gunned Harold down and Bear still likely wouldn't have reacted despite being a professionally-trained military dog.
@@NoJusticeNoPeace Shaw has Reduced Afective Display. She doesn't process or show emotions outwardly the way most people do. This is part of what makes her "Ice Cold".
