To many this may be surprising, but certainly this is the legitimate heritage of the Lutheran tradition. It is a pleasure to see the effort within the LCMS to recover/maintain such an important part of this character and essence.
Yes, this is a LCMS Lutheran Vesper Service, likely midweek, and not meant to be a Mass (Divine Service) as you would find in this church on Sunday and, as a rule, the attendance is likely to be smaller for Vespers.

I love this ! What a beautiful church and vespers service . I have been LCMS many years but never been to a church that has vespers .

Yes. Our Saviour Baltimore used TLH until the recent acquisition of LSB. It might still do so.

A traditional Lutheran service will be very similar to a Catholic mass. This is how it was done, until we Lutherans were polluted by the Reformed.
