Schwarzwald is definitely the Joker of Big O. It's essentially Batman but with giant robots and weird existential philosophy rather than simple comic book good guy fighting comic book bad guy.

While the show was influence heavily by batman the Animated series even having the same animation studio you do Schwarzwald a great disservice by comparing him to the Joker. The Joker is a chaotic force whose goals and motivations change from day to day and on a whim. One day he might be a silly goofy clown that wants to steal the worlds biggest whoppie cushion and the next day a mad man hellbent on breaking Batman and destroying the crusaders ideals. Schwarzwald on the other hand may be a bit unpredictable but his goals are clear he himself has said it. His purpose is knowledge and the dissemination of it. His methods are extreme but his goals are noble. He wants to break the shackles Paradigm Corp has place on it's people. He wants people to learn the truth he is a curious man whose sole motivation is fining out the truth. He is more of a detective than Roger, who only sees himself as a negotiator. Schwarzwald wants nothing more than to learn the truth and enlighten the people who so carelessly and cowardly try to ignore and hide from it. Schwarzwald has no equal in Batman for his goals are way too different from a traditional "bad guy" if he went about it a different way his goals would seem even righteous. If there is a character you can say is similar to the clown prince of crime in the show that would be Alan Gabriel a wild card who cares not for any goal or motivation as long as he gets to have his fun.
