Good for warmth, good for keeping tabs, and good to keep people from being pulled in by the bacteria’s siren call. Heck, go full Odysseus and get these folks some earplugs to really keep those messages out. Stock up lots of supplies for everyone as far in advance as possible, but ration it so it’s fair. We certainly don’t want to be going out in the snow. Keep entertained-indoor sports, art supplies, musical instruments-act like there’s a blackout. 3.) MODERN COMMUNICATIVE TECHNOLOGY IS BANNED. I know that’s near-impossible in our present day, but this? This is the 80s. iPhones aren’t a thing yet. Now, would it be possible to actually destroy our enemy? Well…we haven’t tried everything yet. The monster is classified as bacteria from outer space. We don’t know exactly how it functions, although we do know it can think, almost as well as us, which brings our chances of beating it down. That being said, if the scientists classified it as bacteria, maybe it’ll be weak to the same stuff as earthly bacteria. We don’t know unless we try! Earthly bacteria doesn’t stand up well to heat. It causes proteins necessary for survival in the cells to break apart. Now, the heat of the Minnesota summer didn’t kill it, so it’s possible this won’t do anything, but…perhaps bust out a blowtorch-like device, much bigger and stronger. A flamethrower, I’ve seen mentioned in some of the comments here. I know nature will be pretty heavily damaged by this, so the less we use this the better, but it’s a potential Hail Mary if needed. Plus it’s also going to melt the snow, which could make the bacteria more vulnerable. It also seems like the bacteria went dormant in the heat. Not dead, but dormant, which could still be helpful. If scientists are careful enough, they can study the bacteria’s RNA while it remains none the wiser and hatch a chemical-based weapon of their own. One built specifically to harm these exact organisms. Antibiotics…like, super powerful ones. They work by disintegrating proteins like I said before with heat. Get some bacteria contained SCP-style, study its code, if possible. Make an antibiotic for it, and test it as much as you can. If it works, even if it just slows the bacteria growth down-it’s pretty small, it can tuck itself away very easily-it could provide a way of defending ourselves.
