Michelle Auld I didn't get an answer, however I figured it out. It's multiples of 13 and add 9 (for the border). I hope this makes sense to you.

You certainly can, but using a different weight yarn that what is indicated in the pattern will produce different results.

Why is there 4 sts on the right and 5 sts on the left edging

Hi Mary!
In the first row of the Ripple and Ridge Knit Blanket you actually have 5 knit sts at each end of the row.
1st row: (RS). K4. *K1. yo. K4. (K2tog) twice. K4. yo. Rep from * to last 5 sts. K5.
