Only for political and tactical reasons do we speak today about the existence of a Palestinian people, since Arab national interests demand that we posit the existence of a distinct ‘Palestinian people’ to oppose Zionism.”

What do you mean settle there when no one lived? More than 2000 years ago when moses lead the jews to the "promised land" they were told by moses to enter. When they entered they saw people already living there. Those people they saw are the ancestors of the present day Palestinians.
