Just because someone is mentally disabled, doesn't mean they can't tell wrong from right. He seems to be very much aware his actions are wrong, I'd say he's there enough. The thing about it is that when they FIRST started doing this show, they couldn’t have anyone arrested. After jumping through hoops etc they were then able to have police present, arrest them, and convict them.
