They call it laminate because the wood is basically plywood. I.E. it's laminated together. You can tell by the lines you see in the lower handguards. They're laminated together. Hence laminate handguards.

I’m assuming I’m replying to you because you don’t know so I apologize if this was written in sarcasm. But a rifle in America is a barreled complete firearm with a stock attached having a barrel that is 16” or longer. A short barreled rifle is any barreled firearm with a stock attached having a barrel less than 16”. (These require registration). A pistol is any barreled firearm with no stock attached. However, the exception is that it can have a brace. Essentially this is a workaround to the legal language of the law.

Look at as the only difference in the language of the law is that a stock is not attached to it in the rear, this negates you having to register it with the government. Now, if I wanted to attach a stock, I’d have to register it and pay the government $200 to do so. This is why pistol braces were invented. That and for someone who is missing an arm or hand, the pistol brace allows them to shoot this one handed.
