Well, the main idea was for Marty to get friendly with George at the same age as a good deed for when Marty would make it back to 1985. You should see the deleted scene called “Peanut Brittle” when Marty does a role reversal with George if you haven’t already. That basically foreshadows the friendship!

If so, most likely he would have confronted George for being a Peeping Tom because in the Cafe scene, he (Biff) asked George if his (Biff) homework has been completed and confronted what would happen if George's handwriting on Biff's homework would cause him to get kicked out of school and George even told Biff that he will finish up his homework and turn it in first thing the next day. But here Biff would say to George something like, "McFly, stop wasting time on being a Peeping Tom and get down from that tree and get started on my homework, time is running out for it to be handed in!"
Definitely the scene that shows the age of the film and the 80s. George's actions are treated with disdain and acknowledged by Marty and the film creators, yet he gets no comeuppance. Now, George does save Lorraine from rape by Biff. But those are two different levels of horrible behavior. You can be against violent rape and be creepy. It's not treated by the filmmakers as redemption for his peeping tom behavior. Or it's a comedy movie that never intended to be such a classic and didn't feel it had the time to work this out and have George learn. But, then again, a lot of movies in the 80s have the kind of excused creepiness. Revenge of the Nerds is probably the best example. Lot of creepy things that are rewarded in the movie. Even the filmmaker regretted making those scenes and talked about how he had plans to change them. I'll always love this movie but it's interesting to see the ways are culture has changed and the perception. I know many young people have trouble rooting for George and feel odd that the peeping tom behavior is never a catalyst.
His comeuppance was getting hit by the car, but Marty changed it accidentally, then in trying to fix THAT mistake Marty gets his Dad killed in the bad 1985 universe.

Now, George said this was bird watching, but Lorraine fell for Marty first, so George would never have to explain himself about what he was doing when Lorraine’s dad hit him with his car. Even though, George would gotten the courage to tell them.
He just hit a kid with his car and that kid is now unconscious. Seems like he should call an ambulance or at least something more than "take him in the house".

Yeah this is the reason why Marty messed up the future and he has to go through everything to fix it. I'm surprised he forgot (or wasn't paying attention) about the time their parents met because George was suppose to get hit here not Marty.

The walls of the room of the girl he was peeping were nothing like the walls of Lorraine's room. I don't think he knew who Lorraine was until her father hit him in the original sequence of events before Marty went to 1955. Maybe he knew her name but had no interest in her until after that accident. We know that Biff was interested in her and George was very averse to Biff and stayed out of his way, and I could especially see him doing that with the girl Biff was obsessed with. It took Marty posing as an alien from space to get George to try to ask her out. Whoever the girl George peeped on was, she was someone he must have peeped on before to have gone right to that tree and brought binoculars with him. You'd think if it was Lorraine he would maybe have tried asking her out before he found out Biff wanted her. Or at least spoken to her & introduced himself. When Marty introduced him to Lorraine in the school, it's as if she didn't even know who he was. I also don't think they would want Marty's parents to get together as a result of a pervy act by George, even before Marty improved their lives & changed that from happening. I could be wrong. I tried to see if there was an outside shot of the house when Marty leaves the dinner abruptly and there wasn't. If they really did intend it to be Lorraine, then they messed up the filming with the room & the color of the walls. It just didn't seem to me that when Sam Baines called out to Stella that he was yelling towards the house George was peeping towards.
I love how George does this right after leaving the diner. "Man those bullies really scared me. A good peeping session will cheer me up."
