If your just starting off and trying to create a average deck should you buy this?
At the gamestore I goto, they have some shelves where anyone can put unwanted cards on. Then someone else can go through them and search some cards he/she likes or needs. I got an underworld cerberus out of that, for 10 cents!!!

I'm learning magic, may I ask what tapped means?
A tapped card is a card that is placed sideways, so for example, when you attack with a creature you will turn it sideways (you 'tap' it).

Do double sided cards count as 2 cards in a deck?(sorry I'm new at the game :'v)
Double sided cards count as one card for your deck, they can just flip if the conditions are met during the game.

Same with me, even living in London it's still difficult there a few shops here and there but they're very spread out so if you live near one you're just lucky.
Have you checked out Wizards of the Coast's WPN Store Finder? Its a great website tool for finding local gaming stores. There may be a bit of void in your area which would be super unfortunate but check out the Store Finder and hopefully you may be surprised.

Is this worth buying 2 of them to play against each other?
That does work to a degree. The multiple boosters and semi-randomised cards means that you could build some very varied decks out of 2 different boxes, with enough similarity to let you learn with another player. Remember though that you do need to build your own decks from scratch with these. There are no pre-built decks inside.

Deck Builders' Toolkit vs Deck Builders' Toolkit is always fine, go for it! Just make sure you keep it between players with Toolkits to control the powerlevel.
Yes, this a wonderful way to play with friends, very balanced!
I recommend getting the Duel Decks. They give you two decks that are distinctly competitive against each other. It's a lot of fun to bring to a friends!

If you pop in to one of our stores, we would happily teach you how to play Magic! If you can't make it though, Magic Duels is the perfect tool for learning how to play Magic the Gathering. Its free to play and will take you through all of the major and minor aspects of the game, and at your own pace too.

they are not legal in standard. only sets legal in standard currently are battle for zendikar, oath of the gatewatch, shadows over inistrad, eldrich moon, and kaladesh. other sets are not legal in standard tournaments. just because it comes in a tool kit it doesn't mean it is legal in standard. it just means you can build a deck to play with friends not in tournaments.
They appear in sample/welcome decks, and are standard legal.

Ever since they changed the spelling I've been pronouncing it that way, so my bad. I've seen the arguments for both sides of how to correctly pronounce the word and I'm usually a stickler for this sort of thing.

Sure. You could also buy a Duel Deck if you don't care about building a deck yourself and just want two somewhat decent decks to play against eachother.
