We've had success in the past by dry scraping, very time consuming and depends on the type of paint used but might be worth a try. Otherwise we have used a mild paint stripper before, trick is to not let it eat in too much just one layer at a time.

I'd have enjoyed this more if the framing concentrated more on the object being cleaned than the cleaner.
