That was to end the ownership war between the two countries. That's why there are a lot of pubs and bars mushrooming because nobody can control them.

The island is in Kenya geographically, but both countries claimed it because of the resources on it. So for peaceful coexistence, both countries brought in their officers on the island. Meaning, it doesn't belong to any of them so none of the countries collects revenue from the island. They're just there for security purposes.
