It's Oscar Peterson singing what he's playing - as he's playing it. Lot's of jazz folks do that. First time I heard it, I thought it was some drunk guy in the front row (Last Call at the Blue Note album, 1990-ish I think, on that wicked slow blues tune - once they get out of the melody and Oscar starts his solo).
