A bit late to the party here, but I found the EAS community the last couple weeks and have been hooked.
Question: What was the reason behind the voice change for the last alert? Was it an aesthetic choice? Or did the aliens have something to do with it? It's jarring and quite stomach turning. I'm just wondering what brought it on?

That is used in some scenarios, but its not really part of the irl EAN script. When this vid was made, the annoyingly long speech in this vid is actually what was used. As of later 2018 tho, the FCC changed it to just say: "stand by" until the actual message. Hope that cleared up some confusion. :)
