He heard an insult, but if he stopped to think about it and give it some reflection, he'd see a cleverly hidden compliment because GI Jane is such a strong woman, and her hair was just in the way. If Chris didn't file charges, then what should he have been charged with. The network has a small delay when they air live shows, so they can block things like that if they want to. So the network should be charged for letting it air. Chris knows about her condition... I know about her condition, and I've never met them. Chris should have apologized to her after. It was just a bad decision to roast her condition. It's not like she CHOSE to have that haircut... Although I feel fairly sure they could scrape up enough change to afford a wig...
