To give you an idea, CIA is essentially a creature of State Dept, and inevitably the Rank and File Culture (Think "Liberal Arts Dpt" and "Admin" at a University), much as NSA is a creature of Defense Dpt Rank and File Culture (Think "Engineering Dpt" and "ROTC" at a University). Both recruit along those lines, with State-CIA recruiting from/to the Left and Bureaucratic Culture, and Defense-NSA recruiting from/to the Right and Military Culture.

Social engineering is something you’d want to always have in the forefront of your mind working in a place like that. He really is lucky it wasn’t like international espionage. He’s not just a nobody, but he’s surely not a member of the deep state, which is what I’m sure you were referring to. I’m bothered tho.
