Yes no worries. I can tell you now after touring with these for over a month now that they can come loose and move so get them nice and tight with a socket. Personally I don't think I will use these style cage again. One is cracked. Also change the straps to versa straps. Keep what you store on them light. Mine are overloaded lol
Can concur that panniers can become rather heavy at the rear end and have been toying with similar concept on the front forks trying to even the weight out.

Yes that's part of why I want to do this. I hate all the weight in the back
