I put the dye in my coolant reservoir since I have no radiator cap. However the dye just seems to be sitting on top of the coolant

You may need to drain a little coolant out of the radiator to get the dye into the system. Of course you'll also need to start the car and get it up to temperature to get the dye circulated throughout the entire system.
Unless you have a larger leak it may take a long time for to for it to get picked up out of the reservoir. I've also seen the overflow lines be completely clogged up, which could also prevent the dye from getting into the system.

Hi - would a leak in the water pump cause coolant to pool ontop of the engine block? 2014 Chrysler Town & Country (if that matters). Just had new upper/lower coolant hoses and thermostat installed and now coolant is pooling up and running off the top of the engine block.

I'm not very familiar with that platform. If you just had hoses done, and now you've got coolant showing up, it's most likely that one of the hose clamps is loose. If you're finding coolant ABOVE the location of the water pump then it's highly unlikely that the pump itself is leaking. Look for something leaking above the pool of coolant.
If you get the dye and UV light like I showed here then you should be able to track it down pretty easily. My money would still be on a loose hose clamp, or hose that's not fully seated.

Does my car need to be fully cooled to add dye or just low enough to safely remove the radiator cap?

As long as you can safely remove the radiator cap it should be fine. Once the dye is in you'll need to get it hot enough for the thermostat to open and fully cycle the dye through the system. . .with the cap securely reinstalled of course.

What if I can’t drive the car around can I let it run

Sure, as long as you've got coolant/water in the system once it gets up to temp it should run through the entire cooling system.

I cant find it with the dye.

If you cant find anything in the engine bay, it could be leaking into your oil, via oil cooler, or head gasket.

@@VHickleGarage I've checked my oil over the past few weeks, looks clean. I'll check again. I was asking around online and they suspect a tiny leak maybe that it's leaking super slowly. I actually am hearing a noise radiant from the waterpump area though. Here is a clip streamable.com/rhadsm

@@The2Coolest2 Hard to tell from that, but could be water pump bearing going bad and leaking. If coolant is disappearing, and not into the oil, you should find dye somewhere.

@@VHickleGarage I should of clarified, I wasn't able to put the whole bottle of dye, only half because the radiator was pretty full at the cap level. I should of removed some *facepalm*.
