- There are 5 social-economic programs managed by the SBA. In this popular 2018 webinar, GovCon Chamber president Neil McDonnell explains how the SBA's HUBZone Program promotes small businesses in "Historically Underutilized Business Zones" across America. The GovCon Chamber started in 2018 as the member-based 'HUBZone Chamber' and basic training remains free to all small businesses.

In this video, Neil walks through the SBA HUBZone Program requirements to get your HUBZone certification and see if you are eligible. The HUBZone program has a goal of awarding at least 3% of federal contract dollars to HUBZone-certified companies each year.

➡️ The government limits competition for certain contracts to businesses in HUBZones. It also gives preferential consideration to those businesses in full and open competition.
Joining the HUBZone program makes your business eligible to compete for the program’s set-aside contracts.
🔥. HUBZone-certified businesses also get a 10% price evaluation preference in full and open contract competitions. HUBZone-certified businesses can still compete for contract awards under other socio-economic programs they qualify for.
Many small businesses may qualify or have certifications in multiple categories-
➡️ Small Disadvantaged Business (SDB) & 8(a),
➡️ Service-Disabled Veteran-Owned Small Business (SDVOSB),
➡️. Veteran-Owned Small Business (VOSB),
➡️. Woman-Owned Small Business (WOSB), and
➡️ Economic Disadvantaged Woman-Owned Small Business (EDWOSB).
✅ Qualified Business must be :
• a small business according to SBA size standards
• at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, an Alaska Native corporation, a Native Hawaiian organization, or an Indian tribe
• Have its principal office located in a HUBZone
• Have at least 35% of its employees living in a HUBZone

Do 1099s count as employees? Or is it that 35% of w2 employees have to live in hubzone?
Hi - for HUBZone certifications, 1099s count as employees for the 35% requirement if you consider them an employee. Accountants might be retained to do some bookkeeping, but even though they're 1099, they wouldn't count since they're serving as a vendor. Neil
PS Here's SBA's answer to the question:
How do I determine if I should include or exclude an independent contractor (i.e., a 1099 employee) from the employee pool?
Generally an independent contractor is not considered to be an employee. However, SBA will treat an independent contractor as an employee where there is evidence of an employee/employer relationship. SBA considers the totality of the circumstances in determining whether individuals are employees of a concern. Can you apply to be hub zone certified if you are sole proprietor. And you are the only one in your company? I have a existing government contract Cleaning for I HS.
Hi - Sorry for the late response. I'm assuming you already found out the answer is "Yes" that you can become HUBZone certified. The fact that you have an existing contract with IHS puts you in a good position for growth.

Will a single member llc owner qualify. Hence he’s not on payroll will they count him towards the 35 percent? Since technically it would be 100 percent
Hi Matthew - definitely the owner will fulfill the requirement. Also, keep in mind that the SBA hosts a weekly call to answer any questions based on the newest information, and support the application process.
That said, if you haven't started, don't bother.
The HUBZone certification will only really be helpful once you start going after work yourself as a prime. Which, for services companies, should be a couple of years.
One deviation on that is if you plan on targeting other HUBZone small businesses to work with; they might value that you're a HUBZone and can fit into similarly situated entity status making it easy on them.
Anyway - HUBZone is not a magic ticket that will bring in contracts. Get started, then learn how to push for HUBZone set-aside contracts.

@@neilmcdonnell Thanks for your reply, we have been certified since 2021, haven't been successful acquiring any contract yet. We have submitted a bid for our first one this year which looks promising, and we are the only contract providing the service that is currently certified hubzone, so if we don't acquire that contract, I would most likely be filing some sort of compliant regarding procurement for that contract.
