I heard that question before about the GW monument. Appearently they wanted to build some other things (including a statue of him) by the Pillar. But then they got strapped for cash and had to stop at just the pillar. Shame though that no one else later on made an effort to finish the original plan for that place.

Thats because its labelling the bar not labelling the axis it wasnt a line graph. The X axid itself doesn't have a label on bar charts its the bars themselves that have the labels that coincidentally lay on the X axis line. Anxiety was the label for the bar there not the X axis.
