Agricuture does increase local manpower shown in 'Base' (actually more than commerce/production). Literacy/development growth shown in province census means yearly growth. Seems like not much has changed, at least on surface. Gonna have to dive into the mod's changelog or something. It's one of those mods I enjoy immensely. Always love it when mod hampers your ability to grow.
It's one of my favourite EU4 mods, it kinda works similar to M&T in some regards, but I feel like it doesn't completly overwrite the base game. Plus it doesn't feel as bloated as M&T.

should add another game to the line up.. other than eu4, ck2, factorio.. something different.. something new and fun to try. Don't have to make it like 100 part series, but give it a trial run and see.
Well you know historically speaking artillery was starting to be used by the late stages of the 100 years' war, so "Bombards" existing at teh start of the game (and not being that amazing) is pretty accurate.
i dunno how arumba fucked it up plus it would be simplier to say kill-dare then kill-dayr unless in kildare thats how you prounce it i dont know because i live in the ass end of ireland called kerry
Play M&T, assume I'm fine because while my enemy has miltech 26, I have 25 so it can't be that bad? Turned out miltech 26 gives 0.50 Military Tactics, giving Turks 1.7 to 1.2 advantage compared to me. On top of other bonuses the mod gives to them. In my current campaign I actually resorted to integrating them into Byzantium by console to not have to deal with them.
Do some checking about which DLC are important, should be easy to find a lot of opinions. I don't have all the DLC and I've put ~300 hours in, the game's perfectly enjoyable. I'd say Art of War and Common Sense are the top priorities, personally, but you can look around at the DLC features/opinions on them and get the ones you want most based on your budget. But yeah, Paradox does steam sales on the games/DLC pretty frequently, especially with Black Friday/Christmas coming up.
What makes you think that the state develops that province? It could very well be interpreted as the people having more money to spend on development of the land.
The less taxes, the more money people and companies (guild I guess) have, therefore are able to develop their trade, or construct more agricultural land. You have to realise at that time thing were really decentralised and if the nobles had more money, they could use it to improve their holdings

Desmond is genuinely really strong, I was able to tale ALL of North America including the Caribbean, totally about 2500 development by 1750.
Governmance Capacity is now an official mechanic (update 1.30). This 2year old mod already had it wow!

I want to buy EU4 and all the dlc packs were is the cheapest place to buy it or will steam have a sale of some sort soon?
New expansion launches November 16. Usually that means a sale on older DLC.
