i really appreciate the passion that Nandan Nilekan has for India. He took the challenge of working closely with the government, instead of a easy corporate life. India really need's more of such people. we need more good and passionate people in the government and politics. When he said 'we' he meant the Indian mindset... He probably means that Indian policy makers thought of a high population as a liability which needs to be taken care of.... but now, as he pointed out, since India now has (and will have for a few decades) a young population in an aging world, if they are properly trained and given opportunities, they aren't a liability anymore and can tremendously contribute to technological and economic growth.

India has a massive workforce. Instead of using them for menial jobs, agriculture & hard labour (like China is doin) if they could be gainfully & productively employed (each making $8-12K/year at least). Also in the rural sectors there is unlimited scope & potential. It is easy to increase income of people frm $80 pm to $160 pm even with basic jobs. And if tht happens, the growth rate will be much higher than 8% & also tht will be truly balanced development.
Mathew Tomas was mistaken when he thought India was like European nations, like, France, Germany, Sweden, Italy etc, have no chance, . Even these European countries would have done better if they adopted English. In India, which Language? No kidding. Please accept that today lots of our young people have jobs because they learn t English. Others are left out in the Cold. The likes of MT will demotivate youngsters from going up for partisan reasons.

the term human capital makes perfect sense. A nation can have everything, but if its citizens don't have knowledge to use the resources, that country will be the poorest. WE live in knowledge economy, and human capital is one of the country's biggest asset.
