Heimerdingger is the embodiment of traditional values, someone who holds true to their morals and remembering history in order to avoid mistakes. He's heard the arguments, the fears, the frustrations from so many people across so many centuries, which feeds into his fear of change and witnessing history repeat itself. But in doing so, he also has distanced himself from the population, from society, from the world. He's so stuck on trying to preserve that he's forgotten about the change necessary for the people of Zaun. Which is why when he's voted out of the council, he's left without a purpose, but free from the shackles of preservation. So, he goes to Zaun, the one place that needs help and meets Ekko, someone he takes a liking to and wishes to guide, much as he had with Jayce and Viktor. And he immediately discovers purpose, a new sense of direction in helping a society that needs change and a reminder of traditional values. In a way, Heimergdingger is relearning an important lesson that nothing lasts forever, that history will repeat itself, but there is always hope and purpose to be found.

4:10, This perspective of ego and pride being the source of some of a sapient species' worst failures actually tracks with the various characters featured in the series, wether out of ambition and greed, insecurity and jealousy, guilt and shame, it's the egos of many of these characters that end up causing the majority of problems for the people around them, as whatever civility and virtue turns to chaos, 14:40, or worse yet, order itself becomes uncivilized and virtueless.
I'm pretty sure that's the point of Arcane, it's to show the worst of humanity from a relatable stand point, no one is *truly* a villain, and every character has something redeeming about them and every *good* guy has something flawed Silco learns to love Jinx Jayce just wants to make the world a better place but ends up causing more harm than good Viktor just wants to survive, but survival means making terrible choices Heimerdinger's experience causes him to shy away and not take any risks and put him in a position where he thinks he knows better than everyone else, until he meets Ekko where he's ideation of the world is challenged fundamentally. The ONLY character that doesn't have any of these issues is Ekko, and he's through and through the only real good guy sure he's untrusting but he's had it rough, he's had to fight and survive and lost everything, family, friends, everything, but still he wants to make the undercity a beautiful place, so despite all the awful shit he just wants to be a good guy. Fuck I love Arcane

Silco is perhaps the best example, with his affinity for Jinx, his abusive relationship with her despite still caring for her, his refusal to surrender her to gain everything he ever wanted for the Undercity only ended up worsening things for everyone. Now Jinx, a spiteful terrorist, is on the loose, created by both Silco's abuse, her sister's abandonment and her own insecurities, to unleash cataclysmic chaos in rebellion of the stifling order of Piltover.
I am a fan of the whole Timebomb theory even if it might not happen, or at least kind of happen right before tragedy takes a toll on Ekko & Jinx the second they bury the hatchet. It would be neat if Ekko did see the Multiverse. Witness other versions of his friend Powder. I don't believe all versions of Jinx are insane, Star Guardians Jinx and Odyssey Jinx are more rebellious than insane & Quirky but They do side with the Good ones. All the Jinx's are unpredictable,Victor tier smart. they all like explosions. To see Ekko witness all versions would be wild try to fix the past,only to realize he can not,but he could set off a butterfly effect chain of events instead to influence the future. Mind you I thought it was Jinx that had a teleporter device and Ekko's Z Drive is Time Travel.
I think it's because they don't understand why he does what he does and only see him as an authoritarian figure, rather than a voice of reason. Heimer represents experience and knowledge, which humans will naturally throw away when they have something new to chase

I like Heimerdinger, but he's the perfect example of an out of touch, blind to reality authority figure. If Piltover were more perfect, he would be a great fit to lead the council! But it's not, and decades of corruption, smuggling, and the horrific abuses of the Zaunite people happened right under his nose. He's just not a good leader.

He may have experience, but he's not those people. It's why it took connecting with Ekko to give him perspective. Rulers exist in different material circumstances than those ruled, and thus must have different incentives. Problems have a different sort of immediacy when they affect you personally, and so it's not until his loss of status that he's able to properly empathize with their problems. In essence, he IS an authoritarian figure until that point, thinking himself the great person who is fit to pass on dictates to a populace he isn't actually connected to.
