looks like a 20amp input, can this be connected to a 15amp ? Also balanced means it should be connected to a 220-240V source ?

Looks like you can get it with a 15amp adapter. Also balanced would be the output is 60v on each leg rather than a neutral and 120v leg like 240v is balanced.
