I set my lights to turn on 4 hours in the morning and 4 hours in the evening because I want to see it before I go to work and after I come home from work. My plants are doing great !

Thank you for this thorough insight into aquarium lightning. For a few months I am fighting algae in my established aquarium. There were few problems before this happened: filter pump and lightning malfunctioning. After that I have bought a bigger filter and better/brighter lights (+95 CRI). There are practically no NH3, NO3, PO4 in the tank, but algae are blooming and covering all the sand and plants. On the other hand, plants were dying even when not covered by algae probably because of too much light intension/duration. It has never occurred to me that 12h light period would be able to cause so many problems. I will try to darken the aquarium and then have half of the lights on for 6 hours a day and see what happens.
Too much light is not why your plant died. Since your tank had no detectable levels of nutrients in the water column, you would need a nutrient rich aquasoil. If you didn't have that then that's your plants died
Do you have any tips for how to make rotala walichii grow well? Mine grow and have nice coloring, but the leaves are not as dense as yours. Do they benefit from lower GH/KH?

Make sure you are peaking 30ppm CO2, and your water is around 20 to 23 degrees is preferred. Rotala Wallichii does fine with standard fertilization, and weekly water changes to control your nitrate levels between 20 to 25ppm.

Is it ok to lower the lighting position of my lights? I just ended up battling with Algae and should I say I started to enter the phase 3 I guess. All algaes are gone now and I wonder I wanted to close enough the lights to have more pearling. Thanks for the help!

Use black window tint film for sides of aquarium as needed .

if you must you can do that, but highly recommend to do 7-8 hours in one go.

That water level is surprisingly high. Do you have any problems with fishes jumping over?
