I saw The Fixx at a festival called Mex Fest in Tijuana BCN Mexico, back around 1987. The concert was sponsored by 91X. They played with BIONGO, the Bangles, Chris Isaak, the Hoodoo Gurus & Squeeze and some Modelo cans. This song brings those great moments back.
The keyboards are a Prophet 5 on top of a P.P.G. Wave 2.3. Both keyboards are available as emulations as part of the Arturia V-Collection. Behringer is working on hardware clones of the Prophet 5 and P.P.G. Wave
I was fortunate to see this band open for flock of seagulls. The venue was Irvine meadows, now called Verizon amphitheater I think. Anyways they blew Flock of Seagulls out of the water. Great concert!

This is a British band, so they weren't singing about the US Constitution. You can certainly interpret the song as you like, but it's about nuclear war. The opening verse is a family talking about surviving or dying in a nuclear attack that's starting. "It's the Euro theater" -- Europe was seen as the possible theater of war for "limited" nuclear attacks between the Soviets and US. The USSR and the US and NATO had short range nuclear missiles in Europe for that very purpose.

I personally think that the fixx was one of the better bands that came out of England in the eighties Totally underrated.

I was a Fan since 1983 and saw them first in a little Club 2012!
